The Army on Thursday announced plans for a sweeping revamp of its Criminal Investigation Command, or CID, and changes it hopes will improve investigations and better protect victims of sexual assault and sexual harassment.
The reforms come in the wake of devastating reports about how the Army failed a soldier, Spc. Vanessa Guillen, who was murdered and dismembered last year at Fort Hood, allegedly by a fellow soldier who killed himself as law enforcement closed in on him. ....

As the Army looks to preserve its budget and advance modernization priorities in the Indo-Pacific region, it tested firing rockets at targets from long distances during exercises near Russia on Wednesday amid tensions with the Kremlin.
The Defender Europe exercises taking place across 13 training areas with 28 NATO partners and allies are defensive in nature and practice a range of capabilities over six weeks. In Estonia this week, Army units from the United States, Estonia, and the United Kingdom practiced firing artillery rockets with ranges up to 300 miles. Meanwhile, before Congress, Army leadership was making the case for preserving its budget so that it can adjust to a region more fit for the Navy and Air Force and acquire the capability to fire hypersonic missiles over thousands of miles. ....

Army Reorganizes Investigations Office After Fort Hood Review; Austin, Milley Signal More Changes
The service will remove harassment investigations from units, but keep them within the military ranks. Is that enough?
Defense Secretary Lloyd Austin signaled Thursday he would support changing how the military handles sexual assault cases, but wouldn’t say whether he’ll accept a panel’s recommendation to remove investigations from the ranks. Meanwhile, Army officials announced their own changes intended to improve how some cases are investigated, including placing a civilian director atop the service’s investigative command. ....

The U.S. Defense Budget is Too Damn High

The U.S. Defense Budget is Too Damn High | Opinion
On 5/7/21 at 12:32 PM EDT
On April 9, the Biden administration submitted its first skinny budget request to Congress. The 41-page document set forth a grand total of $1.521 trillion in discretionary spending. Defense-related items composed roughly half of the overall request, clocking it at $753 billion a 1.7 percent increase from the previous fiscal year.
If that figure sounds high, it s because it is: The United States devotes an extremely large amount of taxpayer dollars to the U.S. military. William Hartung, the director of the Arms and Security Project at the Center for International Policy, assessed that Washington spends more on defense programs today than it did at the height of the Vietnam War and President Ronald Reagan s arms buildup in the 1980s. The Stockholm International Peace Research Institute, which tracks global military expenditures, calculated the U.S. share at almost 40 percent. ....
