CLEVELAND, Ohio An attorney hired as a special investigator found “no evidence” to support most of the bullying complaints filed by Cuyahoga County’s independent watchdog against the chair of the committee overseeing her department.
Of the 11 allegations Director of Internal Audit Monica Houston leveled against Audit Committee Chair Mike Abouserhal, 10 were found to be “unsubstantiated,” according to the attorney’s report, obtained by The Plain Dealer and cleveland.com through a public records request.
In the only “substantiated” complaint, the report stated it was “reasonable to conclude” that Abouserhal may have asked Houston to meet at his home to prepare for a February 2020 committee meeting, because he’d held similar meetings at his home with one of Houston’s predecessors. Cuyahoga County’s independent watchdog files bullying complaint against chair of oversight committee

CLEVELAND, Ohio Cuyahoga County Council has agreed to pay $10,000 for a private lawyer to investigate a bullying complaint filed by Director of Internal Audit Monica Houston against the chairman of the committee that oversees Houston’s department.
The lawyer, to be hired by the county prosecutor’s office, will investigate the complaint against Audit Committee Chair Michael Abouserhal, who Houston accused of improperly pressuring her as an independent watchdog of county government.
Among other complaints, Houston said she “felt pressured to take action that was contrary to the findings” of an audit done on One Community, a high-speed internet provider named in subpoenas served on the county as part of an ongoing criminal investigation. ....
