ISIS attack may spur scores of executions in Iraq |


Pressured by public opinion, the government tries to show strength.

Baghdad – Rights defenders fear Iraq may give the green light to a spree of executions of convicted jihadists in a show of strength, days after a deadly suicide attack in Baghdad.
On Sunday, an official from Iraq’s presidency said more than 340 execution orders “for terrorism or criminal acts” were ready to be carried out.
“We are continuing to sign off on more,” said the official, speaking on condition of anonymity.
The orders were disclosed after twin suicide attacks claimed by ISIS on Thursday killed at least 32 people in a crowded open-air Baghdad market. ....

Al-Hathloul’s case, and her imprisonment for the past two and a half years, have drawn criticism from rights groups, members of the US Congress and European Union lawmakers.
Cale Brown, the deputy spokesman of the State Department said the United States was “concerned by reports” of her sentence.
“We’ve emphasized the importance of free expression and peaceful activism in Saudi Arabia as it advances women’s rights,” Brown wrote on Twitter.
“We look forward to her anticipated early release in 2021.”
Jake Sullivan, who will take over as national security adviser when Joe Biden is sworn in as president on January 20, called the sentence “unjust and troubling” adding that the new administration would “stand up against human rights violations wherever they occur.” ....

From Elections to Ceasefire in Myanmar's Rakhine State


What’s new? Following vote cancellations in conflict-affected areas of Rakhine state during the 8 November general election, Japan has helped broker an informal ceasefire between Myanmar’s military and the Arakan Army in order to hold supplementary elections. Both sides say they are in favour, but the civilian government is reluctant. 
Why does it matter? The initiative has halted almost two years of intense fighting and enabled dialogue to resume for the first time since December 2019. Negotiations over elections could be a stepping stone to a formal ceasefire, but the process remains fragile, particularly without civilian government buy-in.
What should be done?  The Arakan Army should release three National League for Democracy candidates it has detained. The civilian government should support elections and – if the Arakan Army lets the captives go – drop its designation as a terrorist organisation. On Nov. 3, a group of foreign ambassadors and diplomats representing 12 countries and the European Commission gathered at the offices of the Egyptian Initiative for Personal Rights (EIPR). The group was present to discuss the state of human rights and civil society in Egypt following a request made by one of the countries. As a preeminent independent civil society organization that has been legally operating in the country since 2002, EIPR is widely respected and sought after for its knowledge production, advocacy and litigation on key issues from health to the economy to criminal justice.
