The global energy transition is seen as an important response to the growing security challenge of climate change. Going low-carbon will alter the way we produce, what we trade, and with whom we exchange goods and services. It will also impact the security landscape: the pathways toward carbon neutrality will unleash political tensions between those with more and those with less ambition and lead to heated debate around how to get to the final destination. As the EU positions itself as a global climate leader through its European Green Deal, it needs to prepare for new types of external policy challenges and must retool its approach to climate security to meet those challenges. This will involve not just the mainstreaming of climate security into standard instruments of EU foreign policy but also questioning how the EU’s determination to be a global decarbonization leader will impact ecological security more broadly. ....

Given the disparate views, interests and risk perceptions among the twenty-seven EU countries, far-reaching innovations to be introduced by the Conference on the Future of Europe appear unlikely, writes Michel Leigh.
Michael Leigh is the academic director of European Public Policy at Johns Hopkins University’s School of Advanced International Studies in Bologna and a senior fellow at Bruegel in Brussels.
This Conference, which opened on 9 May, was originally proposed by France and Germany to fit in with their next elections. It was postponed by twelve months because of the pandemic and is now squeezed into one year instead of two. Its outcome is meant to coincide with President Emmanuel Macron’s re-election bid in April 2022. ....

Turkey’s regional ambitions likely to be curtailed by Biden
Turkey’s freedom to maneuver in foreign policy is likely to be significantly curtailed under the administration of US President Joe Biden, according to Michael Leigh.
