Concord to honor George Dugan, town's lone Black Civil War soldier

During the virtual meeting of the Concord Select Board  Feb. 22, the Board unanimously approved the installation of the George W. Dugan tablet at the base of Concord s Civil War Monument. 
According to Concord resident and historian Rick Frese, it will be embedded in the existing pavers and cobblestones. 
Cemetery Supervisor Tish Hopkins and Frese have collaborated on this project, an initiative that dates back to Frese’s initial petition to the Select Board in August 2014. 
Hopkins and the bronze company designed the tablet and Frese wrote the inscription. 
Who is George Dugan?
Almost two years into the war, on Feb. 16, 1863, an advertisement appeared in the Boston Journal recruiting “good men of African descent” to join the newly formed 54th Massachusetts Volunteer Infantry, the first Black regiment in the Civil War, according to Frese. Four days later, a 44-year-old Concord farmer and widower, George Washington Dugan, traveled to ....

Concord Police Department continues green effort, adds hybrid to fleet


The Police Department replaced another patrol vehicle with a new Ford hybrid Police Interceptor Utility.
Town Manager Stephen Crane told the Select Board during its virtual Jan. 25 meeting the replacement is part of the Department’s effort to have a green fleet.
“This is helpful in achieving some of our sustainability goals,” Crane said. “Right now there’s not an all-electric Interceptor that we’re aware of that is ready for the type of use that many police departments use it for. So the hybrid is a good bridge to that.” 
On-board electrical equipment, including computers and emergency lights, are powered using the lithium-ion hybrid battery, allowing the gasoline engine to shut off. The engine runs only intermittently to charge the battery. ....

Concord officials support regional dispatch center with Acton

The towns of Acton and Concord have been working on a feasibility study for the creation of a regional emergency communications center (RECC) that would be housed in the Acton Police Department.
During the virtual meeting of the Concord Select Board Jan. 11, Town Manager Stephen Crane presented members with a draft of the plan and supported the creation of the center.
Crane has experience with regional dispatch centers as he’s been the planning committee chair and the chair of the board of directors of a regional dispatch center between Chicopee and Longmeadow.
“I happen to have a lot of first-hand experience with … a regional emergency communications center,” Crane said. “I’ve seen first-hand the benefits of it as well as some of the challenges.” ....

Concord takes next step in Nagog Pond access ramp project

The Concord Water Division received approval for a new Notice of Intent filed with the Acton Conservation Commission associated with the upcoming intake replacement project planned for Nagog Pond.
According to Concord Town Manager Stephen Crane, the NOI was needed to allow the town’s contractor to assemble the new intake structure and gain access to Nagog Pond from a designated area located at the intersection of Route 2A and Nashoba Road near the Acton/Littleton Town line.
“The planned work includes the construction of an access ramp on the shore of Nagog Pond that will connect to a temporary floating platform (or) dock,” he told the Select Board on Dec. 21. ....
