The UK Integrated Defense Review: A Conversation with General Sir Nick Carter

Please join the Center for Strategic and International Studies for a conversation with General Sir Nick Carter, Chief of the UK Defence Staff. General Sir Nick Carter and Dr. Seth Jones, Senior Vice President and Director of the International Security Program, will discuss the UK Integrated Review of Security, Defence, Development and Foreign Policy, and how the UK military is prioritizing modernization.
General Sir Nick Carter assumed the appointment of Chief of the Defence Staff in June 2018. Prior to this he was the Chief of the General Staff, the professional head of the British Army, leading it through the previous Security and Defence Review in 2015. He has had tours of duty in Iraq as a brigade commander in 2003/4 and repeated tours of Afghanistan between 2002 and 2013. Can We Win in the 'Gray Zone'?


The gray zone is the space between peace and war involving coercive actions that fall outside normal geopolitical competition between states but do not reach the level of armed conflict.. They usually seek to avoid a significant military response, though are often designed to intimidate and deter a target state by threatening further escalation.
[B]ut do liberal democracies in the 21st Century have the political will to do the dirty work that is necessary to win?
Western nations have multiple pre-emptive and reactive options to respond to gray zone actions directed against them or their allies, most effectively involving multilateral coordination. The objective should be to frustrate or deter, avoiding escalation that might lead to all-out conflict. NATO figures indicate healthy spending levels in 2020 - Defence Notes


All bar three NATO allies saw defence spending growth last year
Most NATO member states increased defence spending last year despite the economic impact of the COVID-19 pandemic, according to provisional figures for 2020 released by the alliance on 16 March.
Albania, Norway and Turkey cut defence spending in 2020 but Bulgaria saw the most significant decrease (50%).
Estimated overall spending of almost $1.03 trillion in 2020 represented a 2.7% increase on 2019, with the US naturally accounting for the vast majority ($717 billion).
Eleven of the 30 member states met a NATO baseline requirement by spending 2% of GDP on defence in 2020: the US (3.73%). Greece (2.68%), Estonia (2.33%), UK (2.32%), Poland (2.31%), Latvia (2.27%), Lithuania (2.13%), Romania (2.07%), France (2.04%), Norway and Slovakia (2% apiece). ....
