Oklahoma Energy Providers Estimate Multi-Billion Dollar Bill From February Winter Storm

By: Barry Mangold
OKLAHOMA CITY -
Since record-low temperatures Oklahomans experienced last month, state energy providers have requested deferrals to allow the “extraordinary costs” of the winter storm to be spread out over longer periods of time for customers.
Several prominent energy providers have requested the Oklahoma Corporation Commission allow the deferral, including Oklahoma Gas & Electric, Oklahoma Natural Gas, the Public Safety Company of Oklahoma, Arkansas Oklahoma Gas and others.
OG&E estimated the cost of additional power purchases to be $1 billion, which they said was necessary because of a “profound crisis” in natural gas supply during the winter storm, according to OCC documents.

Oklahoma House Passes Computer Data Privacy Act | Husch Blackwell LLP

Keypoint: Although weakened from its original version, the Oklahoma bill would (if enacted) provide substantial privacy rights to Oklahoma residents and, in some respects, provide more privacy protections than found in the CCPA.
On March 4, 2021, the Oklahoma House of Representatives passed the Oklahoma Computer Data Privacy Act by a vote of 85-11 with 5 excused. The bill, which is perhaps best described as a heavily-modified version of the California Consumer Privacy Act (CCPA), will now move to the Oklahoma Senate.
The Oklahoma bill was the subject of extensive reporting last month after a prior version of the bill, which included a private right of action, passed unanimously through the House Technology Committee. However, the private right of action was deleted in a significantly modified version of the bill that was introduced earlier this week.

Bethel Acres Follows Up On Clean-Up Efforts After January Oil Spill

BETHEL ACRES, Oklahoma -
Officials in Bethel Acres say water samples are good and that they're awaiting soil results after a January oil spill that was, again, the topic of conversation at a Monday night town hall meeting.
Residents living near the creek on Clear Pond Road in Bethel Acres began to notice the smell of oil in the air around January 20. The leak was stopped on January 27. The owner of the well. Hood Oil and Gas LLC, had until February 27 to get it cleaned up.
The pump jack that caused the leak was owned by Abundance Energy, and on paper at the Oklahoma Corporation Commission (OCC), it still is.

What a week as we raced to meet the committee bill deadline on Thursday while also addressing damage from the historic winter storms and the incredible increase in energy prices and their impact on consumer utility bills.
Before I get into the legislative business, I want to urge everyone who sustained damage or injuries during the snowstorms to please report those at www.damage.ok.gov as soon as possible. While the governor requested Federal Individual Assistance for all 77 counties, only 16 have been approved. For the remaining counties to receive this assistance, they must meet a financial threshold based on individuals’ damage reports. This includes any damage to your home, rental property, or business resulting from the storm, like flooding from roof damage or busted pipes and broken equipment or appliances from power surges. You’ll also need to report if you were without water, electricity, or gas and if you had to vacate your premises. Personal injuries from slip and falls are also included under this category.

Oklahoma residents learned getting electricity into their homes isn’t as simple as flipping a light switch when the demand skyrocketed in mid-February amid serious supply issues.
“For the first time the general public is beginning to realize through this storm the interdependency of our energy system,” Mark Yates, vice president of Advanced Power Alliance, said Friday. “This event has really elevated the grid, which is a very complicated system.”

Takeaways: Five factors that will determine your utility bills following Oklahoma's winter storm

It will take weeks or maybe even months for customers of Oklahoma’s power providers to find out how their bills over the next five to 10 years will be impacted by the providers’ February storm costs.
Here’s why:
• Total costs are still being calculated. Power providers don’t yet know exactly how much they spent to acquire the natural gas they needed to keep generating stations that use that fuel operating. They also don’t yet know how much additional power they purchased from the grid to keep energy flowing across the grid during the storm cost them.
• Each power provider is different. While Oklahoma Gas & Electric Co., Public Service Co.
