Many elected officials, however, have hesitated to follow suit. And even in a year when cannabis boosters saw big, broad wins on recreational legalization in places like New York and New Jersey, some states that have embraced full prohibition remain firmly planted.
“Every state that does not already have a medical marijuana law had something introduced” this year, said Karen O’Keefe, director of state policies for pro-legalization group Marijuana Policy Project. “Most of them have died.”
Still, the progress in some Republican-controlled state capitals suggests a shift away from the hardline positions long held by social conservatives and have buoyed the pro-marijuana movement. The final weeks of legislative sessions could bring more wins for advocates. ....

Progress in some Republican-controlled state capitals suggests a shift away from the hardline positions long held by social conservatives and have buoyed the pro-marijuana movement.
Many of the nation’s medical marijuana holdouts are giving in as pot activists make inroads this year with conservative strongholds and are poised to notch more wins in the coming weeks.
Medical marijuana bills are advancing in the Republican-controlled legislatures of North Carolina, Alabama and Kansas for the first time. Efforts to expand limited medical programs in bedrock conservative states like Texas and Louisiana also appear close to passage. ....

Kansas House Passes Bill to Legalize Medical Marijuana Despite Federal Prohibition


TOPEKA, Kan. (May 7, 2021) – On Thursday, the Kansas House passed a bill to legalize medical marijuana in the state despite ongoing federal cannabis prohibition.
The Senate Federal and State Affairs Committee introduced Senate Bill 158 (SB158) in February. The legislation would establish a medical marijuana program in Kansas for qualified patients. The proposed law would authorize medical marijuana for the treatment of about two-dozen conditions including Alzheimer’s disease, cancer, Crohn’s disease, glaucoma, multiple sclerosis, post-traumatic stress disorder and traumatic brain injury.
Under the proposed law, the state would license and regulate medical cannabis growers, testing labs, processors distributors and retailers. Patients would be able to purchase a 90-day supply. ....

The prospects for legalized medical marijuana in Kansas are appearing increasingly dim, despite a House committee advancing a compromise proposal out of committee on Tuesday.
The bill would be somewhat more restrictive than a proposal considered in May in an attempt to win over the support of more conservative lawmakers, who want increased guardrails on a potential cannabis program.
But House and Senate leaders acknowledged it would be difficult for the bill to get across the finish line. Lawmakers are in the final days of the 2021 session, meaning marijuana advocates might be waiting until next year for their hopes to come to fruition. ....
