Districts must be of nearly equal population to comply with the U.S. Constitution.
Districts must comply with the Voting Rights Act to ensure that minorities have a fair opportunity to elect representatives of their choice.
Districts must be drawn contiguously, so that all parts of the district are connected to each other.
Districts must minimize the division of counties, cities, neighborhoods, and communities of interest to the extent possible.
Districts should be geographically compact such that nearby areas of population are not bypassed for more distant populations.
Where practicable, each Senate District should consist of two complete and adjacent Assembly Districts, and Board of Equalization districts should consist of ten complete and adjacent State Senate Districts. This is known as nesting. ....

Because We the People should select our representatives and not the other way around, the independent California Citizens Redistricting Commission, or CRC, was established in 2008 by citizen initiative.
For the CRC to draft fair and representative congressional, state Senate, state Assembly, and Board of Equalization district maps, we need communities to tell us about themselves. We also need census 2020 data, including the number of congressional districts allocated to California ( reapportionment data ).
Due to delays in receiving data from the United States Census Bureau, communities of interest will have more time to identify where they are located, how they are connected, and why it is crucial to be represented in the same district. ....

The first Los Angeles County area specific meeting was on June 14, 2021; it is shown here as location “
A”. The second area specific meeting was on June 23, 2021; it is shown here as location “
D.”
A meeting is scheduled June 28, 2021, for area “I” which is shown in purple on the above map. There are regular meetings dates that are not on this map. To date, I believe that these meetings have been via ZOOM. It is my understanding that later in the summer, the Redistricting Committee will hold hearings in these communities.
