Author Asks Judge to Direct LASD to Release Info on Actress' Death

LOS ANGELES (CNS) - A man writing a book about the 1981 drowning death of Natalie Wood has filed a legal action in a bid to obtain Los Angeles County sheriff s records into the death of the actress, which he says the department to date has refused to turn over.
Samuel A. Perroni, a retired federal prosecutor and Arkansas trial lawyer, brought the petition Thursday in Los Angeles Superior Court against the LASD and Sheriff Alex Villanueva, seeking a judge s order directing that the information be turned over.
An LASD representative could not be immediately reached for comment. ....

County supervisors announce proposal to improve government transparency

Supervisors Nathan Fletcher and Joel Anderson announced Thursday a joint proposal to create an advisory committee to help improve the public’s access to government and its documents.
The proposal the Board of Supervisors will consider Tuesday includes recommendations that the committee focus on several issues, including the creation of a new public records portal where all requests and responsive documents can be collected, stored and made available to the public; an archive for easier access to historical records; new email retention policies, and ways to make the county’s system for processing public records requests more efficient.
The proposal recommends appointing Anderson and Supervisor Nora Vargas to the committee and calls for the group to produce regular progress reports and make final recommendations to the board of supervisors within 180 days. ....

New CPRA Case Law and Legislation for 2021
While an expansive array of records can be sought via a California Public Records Act request, the right to inspect public records is not without limits. The CPRA does not give unlimited access to records that may be exempt from disclosure. Occasionally the public’s right of access must yield to exemptions, such as individual privacy rights and defined privileges. However, transparency remains the goal.
Last year, the California Legislature and courts gave further guidance in balancing the rights of the public with those of the individual, aiming to further transparency when appropriate. The bulk of the new CPRA guidance comes from case law because most of the proposed legislation that would have affected the CPRA was sidelined by of the COVID-19 crisis. Some of the legislation that was proposed may resurface in 2021, such as Senate Bill 776, which would have significantly altered Penal Code section 832.7, subdivision (b) and e ....
