Not surprisingly, in the wake of the COVID-19 pandemic, California legislators proposed hundreds of health-related bills in 2021. For those who are unfamiliar with the intricacies of the Golden State’s legislative process, June 5, 2021 was the deadline for the California Legislature to pass bills introduced in their house of origin. Accordingly, during the week of June 7th, the Senate and Assembly resumed policy committee hearings, reviewing measures from the opposite house.
Along with proposed legislation addressing health care funding, health care access, mental health and substance abuse treatment, disaster preparedness, and other issues brought to the forefront by the pandemic, there are multiple bills that seem to be aimed at various concerns raised by corporate involvement in the provision of health care. LHPC represents all 16 of the non-profit, community-based local health plans in California, which provide health coverage to more than 70% of the 11.3 million members enrolled in Medi-Cal managed care. Liz Gibboney, board chair of LHPC and CEO of Partnership HealthPlan of California, said:
“The LHPC Board is thrilled to name Linnea as the association’s next CEO. She has deep Medi-Cal policy experience, is an excellent communicator, and is firmly committed to the local plan model. Divided Board of Supervisors weighs in on drug-treatment facility for felons

The Yolo County Board of Supervisors voted this week to support in principle legislation that would allow the county to create a secure drug treatment facility for felony offenders who would otherwise be incarcerated in jail or prison.
The vote was narrow, with three supervisors in favor, one in opposition and one abstaining.
AB 1542 was authored by Assemblyman Kevin McCarty, D-Sacramento, in partnership with Yolo County District Attorney Jeff Reisig and Yolo County Supervisor Gary Sandy of Woodland. Sandy was joined by Supervisors Jim Provenza of Davis and Angel Barajas of Woodland in support of the bill, while Don Saylor of Davis opposed the motion and Oscar Villegas of West Sacramento abstained. ....
