Public has mixed reaction to outside review of Fredericksburg police protest response


The survey has a wide range of responses.
Some believe the PERF report was fair and balanced. Others said it unfairly targeted police and didn’t mention protesters breaking laws.
Respondents also questioned if enough is being done to hold police officers and city officials accountable for decisions made that led PERF to criticize the use of chemical agents on protesters on two separate occasions.
The survey response was part of a packet presented to City Council at its recent bi-annual off-site planning meeting. Fredericksburg Public Information Officer Sonja Cantu said the results will be considered in formulation of the city’s next steps in its racial equity initiative. Fredericksburg council delays action on noise ordinance as businesses, bands protest


As the Stormin’ Norman Band stood on the steps of Billiken’s Smokehouse at the Chimneys Saturday afternoon, they urged passersby to make their voices heard to the Fredericksburg City Council.
“Do not let council pull the vocal chords out of Fredericksburg,” bass guitarist Frankie Brennan shouted.
City Council is considering a proposed noise ordinance that would make it a Class 3 misdemeanor for anyone to be “plainly audible” from 200 feet or more in the downtown area. Some local restaurant owners and musicians are concerned the ordinance would hinder their ability to offer live bands to draw in patrons.
The Stormin’ Norman Band led a small protest outside of Billiken’s on Caroline Street Saturday. There was loud music played, the band members spoke about their concerns and later marched to Market Square, where they continued to sing, “We’re taking our freedom back now.” ....

Fredericksburg looks at moving council elections to November starting this fall


Fredericksburg Mayor Mary Katherine Greenlaw and City Council members don’t believe there is a good way to navigate recent General Assembly legislation requiring the city to move its elections from May to November.
The bill—SB1157—overrides Fredericksburg’s charter for City Council and School Board elections and will take effect in November 2022 if Gov. Ralph Northam signs it into law at the end of the month. City Council members say they will be hard-pressed to hold the next election before incoming census data influences redistricting efforts in 2022.
That’s why council members decided it may be best to get ahead of the General Assembly’s new bill and hold elections for four ward seats this November instead of next. Council members directed City Attorney Kathleen Dooley to draft an ordinance that would move Fredericksburg’s elections to odd-numbered years instead of even-numbered years beginning this fall. ....
