Boston City Council Votes To Nix Special Mayoral Election


As Mayor Marty Walsh prepares to move to Washington, D.C., the Boston City Council voted overwhelmingly Wednesday to cancel a special mayoral election in the summer, and move directly to a fall election.
Approval of the home-rule petition was prompted by the expected resignation of Walsh, nominated by President Joe Biden to serve as Secretary of Labor.
If Walsh, who faces a Senate confirmation hearing Thursday, leaves office before March 5, the city charter would require a primary and special election in the next few months, and then another primary before a general election in November. That would mean four elections, and possibly four different mayors, in 12 months. ....

Boston City Council approves petition to skip special mayoral election

The Boston City Council approved a home rule petition Wednesday that would avoid a special election should Mayor Martin J. Walsh leave his City Hall post to join the Biden administration before March 5.
The matter now heads to Walsh, who is expected to step down in coming weeks to become the nation’s next labor secretary. Should he sign the petition, it would head to the State House for approval from lawmakers and the governor. ....

The City Council Committee on Government Operations, chaired by Councilor Lydia Edwards, held a hearing on January 26 regarding a home rule petition filed by Councilor Ricardo Arroyo “which will amend the city’s charter” should there be a vacancy in the office of mayor, she said. In the case of this home rule petition, the Council chair will become the mayor “for the remainder of the term,” Edwards added.
Currently, the city charter says that if the mayor leaves before March 5, the City Council is “required to call for a special election to fill that vacancy,” Edwards said at the hearing. Should there be a special election, there will be a primary and a general election, as well as a primary and a general election in November as well, for a total of four elections. ....

Pressure is mounting on the Boston City Council to set aside a special election that would be triggered by the city charter if Mayor Walsh vacates his seat before March 5, a scenario that appears likely as Biden cabinet nominations are moving through US Senate confirmation hearings at a quick pace.
On Tuesday, a Home Rule Petition that would override the requirement for a special election was largely embraced by councillors and citizens who logged on to testify during a virtual hearing of the council’s Committee on Government Operations. The panel’s chair, District 1 Councillor Lydia Edwards, confirmed that there will be a vote on the petition during next week’s (Feb. 3) regular meeting, following a working session scheduled for this Friday at 2 p.m. ....
