But the interpretation of those few phrases could determine the limits of City Council president Kim Janey’s power when Mayor Martin J. Walsh of Boston departs to become the nation’s next labor secretary and Janey steps into the role of acting mayor.
Welcome to the wonky world of city charter legalese. In clunky terms, the charter says an acting mayor “shall possess the powers of mayor only in matters not admitting of delay, but shall have no power to make permanent appointments.” ....

SPECIAL ELECTION FIREWORKS The Boston City Council is in a tizzy over what to do if outgoing Boston Mayor Marty Walsh triggers a special election when he becomes Labor Secretary.
Here s the problem. Walsh s resignation from City Hall is expected to come right before an important March 5 deadline. If the mayor leaves before that date, it will trigger a special election in the late spring or early summer.
But the city s regularly-scheduled election would still go forward in the fall. Boston would have four elections in a matter of months, since both cycles would have preliminary and general contests. The city has the potential to have four mayors in a year. ....

Boston City Council Debates Process for Replacing Mayor Walsh

The Boston City Council held a hearing Tuesday afternoon that could have an impact on the process on replacing Mayor Marty Walsh.
The council met for a public hearing on the possibility of changing the rules that require a special mayoral election if Walsh resigns prior to March 5.
Walsh was recently appointed by President Joe Biden as his Secretary of Labor, and the mayor has not said when he plans to step down from his current post.
It s becoming a bit more complicated, said associate professor Leanne Doherty, who chairs the Department of Political Science at Simmons University. I think folks are posturing for the best place to be in this election. ....

Council Debates Special Election Home Rule Petition, Moves to Hearing
City Councilor Lydia Edwards is now in the process of scheduling a hearing to review and discuss a Home Rule Petition that would be sent to the State Legislature requesting that a potential mayoral Special Election in June be waived.
On Wednesday, Jan. 13, the Council debated hotly the Home Rule presented by Councilor Ricardo Arroyo, but moved it to a hearing in Edwards’s Committee.
This Wednesday, she said she hadn’t scheduled that hearing and there was plenty of time.
Mayor Martin Walsh is still serving as mayor though he has accepted the nomination from President Joe Biden to be the U.S. Labor Secretary. He would need to be confirmed by the U.S. Senate before he can start the job, and his hearings have yet to begin. However, five nominees for Cabinet positions have already started their hearings this week, and it is expected Mayor Walsh would begin his confirmation hearings next week some ....

Rep. Pressley backs move to override Boston's special election rule

Congresswoman Ayanna Pressley supports the push to skip a special election for a successor to Mayor Walsh, President Biden’s Secretary of Labor-designate, and stick with regularly scheduled elections later this year.
“I think Lawrence has given us a great model to replicate,” said Pressley in an interview with the Reporter on Thursday, referring to that city’s petition to the Legislature to override a special election to replace Mayor Dan Rivera, who resigned this month to take a new role as president and CEO of Mass Development. “They did that recognizing that it’s often a way of disenfranchising many voters. I certainly ran a campaign that was committed to and successful in expanding the electorate.” ....
