CT's prison population shrunk during the pandemic. Will it last?


Editor’s Note: One year ago today 0n April 13, 2020 Carlos DeLeon, a 63-year-old Hispanic man, became the first incarcerated person in Connecticut to die of COVID-19. In the intervening months, roughly 18 more would die after contracting the disease behind bars as state officials scrambled to test, isolate and more recently  vaccinate inmates and staff. At the same time, though, the pandemic has led to a record low prison population, allowing the state to begin planning for the closure of three prisons. Below, a look ahead at what’s next for Connecticut’s prisons.
For the past 15 years, criminal justice experts have produced a report forecasting the size of Connecticut’s incarcerated population. Most of the time, their projections were within five percentage points of reality. ....

The Cost Of COVID: Remembering The First Connecticut Inmate To Die Of COVID-19

Nineteen inmates have died from the coronavirus in Connecticut Department of Correction prisons. One year after the pandemic began to spread across the state, Connecticut Public is revisiting the early days of the crisis. 
Carlos DeLeon died on April 13, 2020, from the coronavirus.
Maria Ruiz said her father, whom the family called “peto,” was near the end of a two-year prison sentence in March when he became sick with the coronavirus. 
“I just want people to know that it wasn’t OK for him to die that way,” Ruiz said. 
She said DeLeon had been sick and complaining of illness for some time. But it can take a while before inmates receive medical care because they first have to file a written request. “And in my dad’s case it took three weeks [of] not feeling well and sick,” Ruiz said. ....

When her son Michael told her in June that he was being transferred to the Osborn Correctional Institution from a prison in Newtown, Dorothea Ferrigon thought his two-year ordeal was almost over.
Osborn’s location in Somers was much closer to the family’s Bloomfield home, which meant it would be easier to visit him. Even better, he’d been placed on a waiting list for a halfway house that would likely be in the Hartford area. His release, it appeared, was imminent.
But then COVID struck the prisons, the state Department of Correction halted visitations, and the family worried about “Big Mike,” who had both diabetes and asthma. ....
