San Jose recently approved a plan to reduce gun violence. Mayor Sam Liccardo met with President Joe Biden and other officials at the White House, Monday, to discuss how the same can be done nationally.
San Jose’s City Council approved several gun harm reduction proposals at the end of June. They include: a mandate for gun insurance; impounding guns from those who do not comply with insurance mandates and other laws; and recording all gun purchases.
Mayor Liccardo likens gun insurance to auto insurance. He says that was effective in reducing per-mile car accidents by 80 percent in four decades. He also says insurance would reduce the public cost of gun violence, which in San Jose costs taxpayers nearly half-a-billion dollars annually, according to early data from the Pacific Institute on Research and Evaluation. ....

San Jose to Become First City to Require Gun Insurance and Fee
SANTA CLARA, Calif. In a unanimous vote on June 29, the San Jose City Council decided to move forward with two approaches on gun regulation.
One is to require gun owners to have liability insurance coverage for their firearms. The second is to require them to pay a fee to compensate taxpayers for the cost of gun-related incidents.
The decision came after a recent mass shooting at the Santa Clara County Valley Transportation Authority yard in May that killed nine people.
One gun owner pointed out issues with the regulation and questioned whether it is legal to tax a constitutional right. ....

The state Legislature is poised to support a $20 million allocation to the Santa Clara County Valley Transportation Authority to support employee needs and facility repairs following the deadly May 26 mass shooting.
The last-minute budget addendum, proposed by state Sen. Dave Cortese, D-San Jose, outlines $10 million to worker support and facility improvements and another $10 million to mental health services, worker training, and retraining.
Local leaders said the funding is essential for the VTA to jump-start its recovery process and meet the most pressing needs of employees and their families following such a traumatic event. ....
