IEEFA report: Carbon capture project lacks investors, has an unrealistic timeframe

Enchant Energy faces “insurmountable” obstacles as it works to acquire the San Juan Generating Station and retrofit it with carbon capture technology, according to David Schissel, director of resource planning analysis for the Institute for Energy Economics and Financial Analysis.
Schissel authored a report released on Thursday looking at the lack of investors and progress on the project.
He said his key message is that the project has not made much progress and that investors are “clearly skeptical.” He said there are likely insurmountable economic issues and that the community near the San Juan Generating Station should be prepared for the power plant to close, which will lead to lost jobs and lost tax revenue. ....

Study that could delay SJGS retrofit sought by environmentalists


A group of nine environmental organizations sent a letter to the Department of Energy s secretary requesting the initiation of a multi-agency environmental impact statement looking at Enchant Energy’s proposal to retrofit the San Juan Generating Station with carbon capture technology.
If an EIS is required, it would delay the project substantially, but the environmental advocates point out that similar projects have gone through the process.
The carbon capture retrofit will prevent the loss of tax revenue in San Juan County and preserve jobs at the coal mine and power plant. However, critics say it is an expensive project and it is unclear who will buy the electricity if it is successful.  ....

Some energy transition funding project proposals include fossil fuels

As the northwest corner of New Mexico prepares for the closure of the San Juan Generating Station, at least one proposed project to help displaced workers could lead to increased natural gas extraction.
Last year, the Energy Transition Act committee sent out a request for information on projects that could be funded through the portions of bonds that could be set aside for economic diversification, workforce training and assisting the Navajo Nation.
This resulted in more than two dozen proposals, however the funding is not yet available due to a lawsuit that has postponed the sale of low-interest bonds.  ....

Uncertainties loom as San Juan Mine workers face layoffs this summer


AZTEC More than half of San Juan Mine s approximately 200 workers will lose their jobs this summer. These layoffs come as funding from the Energy Transition Act remains in litigation and hopes are beginning to fade for some about a carbon capture project at the generating station it serves. 
The San Juan Mine has one customer, the San Juan Generating Station. The power plant s majority owner Public Service Company of New Mexico intends to switch to using stockpiled coal this summer as it prepares to end power production at the facility in 2022.
Meanwhile, the City of Farmington and its partner Enchant Energy are pushing forward with an effort to take ownership of the full power plant and retrofit it with carbon capture technology. This would allow it to remain operating into the future, thus saving jobs at both the mine and the power plant. ....
