President Biden’s first address to a joint session of Congress, on Wednesday night, will be scrutinized to assess his commitment to working with Republicans. There is nothing wrong with reaching across the aisle to seek common ground.
But insisting on bipartisanship — given the major policy divide between the parties on economic recovery, tax reform, climate change and health care — usually guarantees gridlock (which promotes voter cynicism) or actions that are watered down and ineffective (which are condemned by everyone, right and left). ....

New York will lose one seat in the House of Representatives as its population did not grow as fast as other parts of the country, the U.S. Census Bureau on Monday announced. 
The state fell 89 residents short of retaining all of its House seats a statistic that will likely lead to questions over how the count was tabulated and whether New Yorkers were undercounted during the once-a-decade survey conducted amid a pandemic. 
That s a razor thin margin and that makes a huge difference in terms of not only New York s politics, but can also impact federal aid to the state, said Blair Horner of New York Public Interest Research Group.  ....

New York s loss of a seat in the House of Representatives was met with groans  we were 89 people short of retaining 27 districts and some quasi-fatalism  we could have lost two! 
But blame was also cast on New York s business climate for packing off New Yorkers to warmer climates in the south and west, leading to a growth in population that is slower than the rest of the country. 
To be clear: New York s population in the last decade did not decline as a whole, and in fact grew by more than 4%. But that s slower than states like Texas and Florida, which will have more representatives in the House and more political clout than New York as a result. And in upstate New York, many counties are expected to have a reported decline in their populations.  ....
