Local Business, Government Leaders Share Infrastructure Priorities for Biden Plan

Central New York business, government and transportation leaders are telling Congressman John Katko (R-Camillus) what they’d like to see in an infrastructure bill.
President Joe Biden has outlined his own priorities in a $2 trillion plan, but Congress will ultimately decide just what to include and how much it’ll cost.  Oswego County Administrator Philip Church says it comes down to two words: Broadband and wastewater.
“We are starting up a county-wide citizen survey that will determine the needs in the rural and urban areas including the speeds that exist in those spots,” Church said. ....

When Marie Kearse-Ace was young, she spent her afternoons visiting Wilson Park with her friends, eating at restaurants on Harrison Street and roller skating at the rink on Oakwood Avenue before she was forced to leave.

Syracuse Couldn't Fine Its Way to Clear Sidewalks, So It's Trying Something New – Next City


Traditionally, the city relied on property owners to clear the sidewalks on their properties as outlined in what Corey Driscoll Dunham, the city’s chief operating officer, describes as a “vague ordinance.” Because of the consistent lake-effect snow Syracuse gets, it’s been hard for the city to determine and, therefore enforce, exactly when sidewalks are expected to be cleared. “Do we say sidewalks have to be clear six hours after it snows? What if it never stops snowing?” she says about the city that saw 66 continuous hours of snow in 2018.
Driscoll Dunham spent several years working in code enforcement. She came out of it with an understanding of the time-intensive difficulties of enforcement tracking violations, issuing and following up on tickets, and finally issuing fines. As a child, Deanna Holland’s mother lived where the parking lot for Upstate University Hospital now sits. Her home was destroyed to make room for Interstate 81. 
Like 1,300 other Syracuse residents, she was forced to leave her home so the state could construct the highway, which splits through Syracuse’s Southside neighborhood. 
Now, nearly 55 years later, the state plans to remove and replace the deteriorating section of the raised highway. Holland, who lives less than a quarter of a mile from I-81, fears her community could face the same fate as her mother.  ....
