Missouri Medicaid funding imperiled after Senate abruptly adjourns on chaotic final day

May 14 JEFFERSON CITY The Missouri Senate abruptly adjourned Friday afternoon in the final hours of the legislative session, killing an array of measures and imperiling a tax key to funding the state s Medicaid program.
Senators voted to adjourn after Democrats held off legislative business for hours, angry over what they described as a betrayal by Republican leaders on a deal to renew a tax on medical providers that generates billions each year to power Medicaid.
The fight over the tax began in March over an attempt by the Senate s Conservative Caucus to block Medicaid from covering certain birth control methods. The conflict had resurfaced over the last two months before coming to a head early Friday morning when Senate President Pro Tem Dave Schatz, a Sullivan Republican, voted in favor of the anti-abo ....

Missouri lawmakers toss paper into the air to commemorate the end of the 2021 legislative session.
The last day of the Missouri General Assembly’s legislative session ended with a thud when the Senate adjourned without approving a must-pass bill that helps fund the state’s Medicaid system.
It was an anticlimatic end to a legislative session that failed to fund voter-approved Medicaid expansion but featured passage of long-sought legislation that could have a big impact on the state’s roads, police, children and opioid abuse issues.
When lawmakers returned to session on Friday morning, the biggest unfinished item was the passage of the Federal Reimbursement Allowance a tax on medical providers like hospitals that helps pay for the state’s Medicaid program. Typically, the so-called FRA passes without much opposition. But some senators wanted to attach items to it that would bar Medicaid from paying for certain contraceptiv ....

Missouri Senate approves bill seeking to nullify federal gun laws

State and local law enforcement would be prohibited from enforcing certain federal gun laws under legislation approved Thursday night by the Missouri Senate.
For more than six hours, Democratic Senators tried to add an amendment to the bill aimed at keeping people convicted of domestic abuse from buying and keeping firearms   but ultimately failed. 
The bill now goes back to the House. If it passes there, which is expected, it would head to the governor’s desk.
The bill creates a “Second Amendment Preservation Act,” which would mandate that law enforcement officers face fines if they “infringe” on Missourians’ Second Amendment rights. ....

One thing we’ve seen in 2021 is a significant influx in sanctuary states. They’re popping up all over the place, and while we know that not every state will become a Second Amendment sanctuary, a lot of them will be.
And it’s glorious.
Missouri senators on Thursday passed a bill to block local police from enforcing federal gun laws, sending the bill to the House just hours before lawmakers’ Friday deadline.
The Republican-led Senate voted 22-10 in favor of the bill, which would penalize local police departments if their officers enforce federal gun laws. ....

Missouri Drivers Likely To See First Gas Tax Hike in Decades

Missouri lawmakers passed a 12.5 cent gas tax increase Tuesday that will be spread out over five years. Gov. Mike Parson will likely sign the measure.
The Missouri House gave final approval late Tuesday to raising the state’s gas tax by 12.5 cents over the next five years, a hard-fought
victory for advocates of finding a dedicated funding source for transportation projects.
The Senate passed the bill earlier in the session. The increase now goes to Gov. Mike Parson who is expected to sign it into law.
The bill passed 104-52 after close to four hours of sometimes intense debate. It was one of the rare times where House Democrats proved to be decisive, since the proposal sparked strong opposition from members of the Republican majority. The majority also had to fight off several amendments that would have required the bill to go back to the Senate. ....
