Realignment bill clears House, heads to Senate for consideration

Raleigh, N.C. A bill that would give Onslow County Schools the option to change the N.C. High School Athletic Association realignment plan for the upcoming school year has cleared the North Carolina State House.
House Bill 276 passed the House by a vote of 63-48. Only one Democrat joined 62 Republicans in supporting the bill, which was sponsored by Rep. Phil Shepard (R-Onslow).
The bill now goes to the Senate, where it will have to be approved by the Committee on Rules and Operations of the Senate before it can go before the full Senate. So far, the bill has not been placed on an agenda for the committee, which is scheduled to meet next on Thursday morning. ....

The N.C. Senate will consider the House’s Academic Transparency, House Bill 755, which would require that school systems post all curriculum and lesson plans so that parents and taxpayers can see what is being taught in the state’s public schools. The measure passed the House Wednesday, May 5, 66-50, along party lines.
“The standard course of study does not prescribe the elements that a teacher might use to teach, the teacher develops a lesson plan,” said Rep. Blackwell. “What we would like is that the teacher takes the lesson plan that they are developing and put it out there for parents to have a look at it.” ....

Local housing control under threat? Mills River, Hendersonville leaders speak out against proposed zoning legislation
Mills River Town Council joined other government bodies in the state Thursday in opposing bills before the N.C. General Assembly that could diminish the number of single-family zoned properties without local government control.
If passed into law, property owners would be able to develop middle housing – duplexes, triplexes, quadplexes and townhomes – by right on properties zoned for single-family homes without local planning and governing body approvals. Planning staff would approve the developments.
N.C. Sen. Chuck Edwards (R-Buncombe, Henderson, Transylvania), who is a primary co-sponsor of SB 349, told the Times-News the purpose of the bill is to address the state s severe housing shortage. ....

A group of North Carolina parents took to the state Capitol on Wednesday to urge lawmakers to expand the state s private school scholarship program.
Melanie Osborne, a single mother of five, said North Carolina s Opportunity Scholarship Program transformed her children s lives. Osborne noticed in 2000 her eldest daughter was not being pushed academically in her public school.
I felt she was underserved, and I felt that she wasn t going to get what she needed, Osborne said.
Her eldest daughter, Laura, said she finished her assignments ahead of everyone else in her a seventh-grade class and often would feel bored. ....
