E-bike talk in Colorado Springs turns to motors on non-motorized trails

Legalese has taken center stage in the debate regarding electric bikes on Colorado Springs trails.
In the latest Trails, Open Space and Parks (TOPS) meeting, members of the city committee heard disputes over federal and state definitions of the technology and local laws pertaining to non-motorized trails. The 1997 voter-approved TOPS ordinance, directing portions of sales tax revenue to preservation and outdoor recreation, mandated “[n]o motorized vehicles” on lands supported by those funds, “other than those necessary for maintenance, emergencies or safety.”
When informed last month of the administrative move to allow Class 1 e-bikes on all city trails where other bikes are allowed starting Memorial Day weekend as part of a year-long pilot program, members of the parks board asked: Wouldn’t motor-assisted bikes infringe on that ordinance? ....

Colorado Springs D-11 considers no-tax ballot proposal to remodel, rebuild, repurpose schools

E-bikes to be allowed on Colorado Springs trails in year-long pilot program

Officials announced the pilot program March 12, following a presentation to the city s parks board.
Previously, Class 1 e-bikes with pedal-assisted motors ceasing at 20 mph were allowed on urban, commuter paths, such as the Pikes Peak Greenway. Come summer, while land managers consider the longterm future, Class 1 e-bikes will be allowed on any trail where regular mountain bikes are permitted.
Class 2 e-bikes, with no pedaling required to activate boosts up to 20 mph, will be allowed on urban paths as part of the pilot program.
The powers that be in the city recognize that emerging technology is going to help our community be a whole lot more inclusive, said El Paso County Sheriff Bill Elder, an e-bike rider and outspoken supporter. Some like me are challenged in trying to ride bikes without some form of assistance. So I think this is brilliant. ....
