The Florida House’s tentative $97.1 billion spending plan allocates more than $10 billion in federal pandemic assistance while the Senate’s proposed preliminary $95 billion budget makes believe it doesn’t exist.
How that somehow makes sense and how it comes together into one Fiscal Year 2022 (FY22) budget that aligns with Gov. Ron DeSantis’ $96.6 billion spending request – now $100.9 billion with $4.3 billion in federal monies added – will be the gritty nub of contention the next five weeks before the session adjourns on April 30.
Both chambers’ appropriations committees gave preliminary approvals to their proposed FY22 spending plans Wednesday. ....

The Senate Education Committee Tuesday will hear a proposed bill that would require the state’s largest college tuition assistance program to exclude recipients seeking degrees that don’t “lead directly to employment.
The Senate panel will also get an earful from parents, Democrats and students – who are campaigning on campuses statewide against the measure – opposed to the reset when it convenes at 12:30 p.m. for what will likely be a very long afternoon.
Senate Bill 86, sponsored by Sen. Dennis Baxley, R-Lady Lake, would require the state university system’s Board of Governors (BOG) and State Board of Education (SBE) to approve a list of career certificate, undergraduate and graduate degree programs “that lead directly to employment” beginning the 2022-23 academic year. ....

Missouri’s $5.4B in new federal pandemic aid includes $1.27B for cities, counties

The $1.9 trillion American Rescue COVID-19 relief bill passed by Congress and signed by President Joe Biden last week will deliver more than $5.48 billion in stimulus funds to Missouri.
According to the Missouri Budget Project, the state will receive $2.8 billion of that $5.48 billion with counties across the state expecting $1.2 billion, cities with a population of 50,000 or more receiving $830 million, smaller cities slated for $442 million and $195 million for the state for specific capital projects.
Under the program, St. Louis-area governments could receive as much as $700 million. Boone County could receive up to $35 million, Cole County around $14.5 million and Callaway around $8.6 million, according to estimates. ....

Florida’s 2020 election went so flawlessly that the Legislature’s Republican leadership wants to address potential problems now before they become real problems.
That, said Sen. Dennis Baxley, R-Lady Lake, is why he filed a bill placing additional restrictions on the state’s vote-by-mail (VBM) rules.
“I’m not a person that likes to wait for a big problem,” he said. “I’m all about staying ahead of whatever problems could develop.”
Baxley’s Senate Bill 90 advanced Wednesday through the Senate Government Oversight & Accountability Committee Wednesday in a 4-2 partisan vote. ....
