The story so far: Since the pandemic began in 2020, the Indian Council of Medical Research (ICMR) conducted three countrywide serosurveys to measure the spread of infection due to the SARS-CoV-2 virus. The third one (from December 17-January 8) showed that 21.5% of the population had been exposed to the virus. Up to May 23, India has been able to fully vaccinate only 3% of the population and only 10.9% had received one dose. There are indications that the ICMR is unlikely to immediately undertake a fourth national serology survey to estimate the extent of exposure to the coronavirus since January this ye ....

The head of the main Indian health agency responding to the coronavirus has said districts reporting a high number of infections should remain locked down for another six to eight weeks to control the spread of the rampaging disease. I suggest a toolkit of measures that can ameliorate the ongoing second wave and also guard against an endemic disease or even a third wave that arises dues to viral mutations that evade the vaccines being currently scaled up in India.
Such measures will also become the foundation of a barrier against a future epidemic of another respiratory disease: a novel influenza, or novel Covid or something altogether new. I ignore measures such as emergency acquisition of hospital treatment supplies and acceleration of the vaccination schedule which are already being deployed. ....
