Washington DC In its ongoing support of rural America, the National Endowment for the Arts announces the communities taking part in this year s 
Citizens’ Institute on Rural Design™ (CIRD). This national initiative has two components: workshops and a peer learning cohort. Four workshops across the country will bring together local leaders and residents with design professionals to work on a local design challenge. The members of the peer learning cohort come from 15 communities as diverse as Skagway, Alaska and Manchester, Georgia. All CIRD awardees represent communities with populations of 50,000 or less.  ....

Texas weighs punishing companies that divest from fossil fuels

A Texas state senator wants state pension funds to divest from companies that boycott fossil-fuel investments.
The Texas Senate is considering a bill that would punish companies that divest from fossil-fuel companies by requiring the state s pension plans and investment funds to divest from those companies.
Senate Bill 13, introduced Thursday by lead sponsor Republican state Sen. Brian Birdwell, would require state pension plans and investment funds to stop investing in companies that boycott energy companies.
The bill calls for the state s comptroller to prepare and maintain, and provide to each state governmental entity, a list of all companies that boycott energy companies. Those companies will then be warned by the state funds that they re on this list and have 90 days to amend their positions. If after 90 days these companies do not change their positions, then the ....

Texas to get 1.4
million COVID vaccine doses
Texas is ready to distribute 1.4 million doses as soon as the COVID-19 vaccine receives federal government approval.
Gov. Greg Abbott said the vaccines should be arriving the week of Dec. 14 and would be distributed to qualifying providers. Health care workers are the first in line to receive the medication, which needs to be given in two shots. Also first in line are residents of long-term living care centers, the Texas Department of Health Services announced.
Texas’ population is about 29 million, so the line is long. The state agency also announced the list of 109 hospitals in 34 of Texas’ 254 counties that will receive the first doses. ....
