Critical Raw Materials Resilience: Charting a Path towards greater Security and Sustainability

1. Introduction
Metals, minerals and natural materials are part of our daily lives. Those raw materials that are most important economically and have a high supply risk are called critical raw materials. Critical raw materials are essential to the functioning and integrity of a wide range of industrial ecosystems. Tungsten makes phones vibrate. Gallium and indium are part of lightemitting diode (LED) technology in lamps. Semiconductors need silicon metal. Hydrogen fuel cells and electrolysers need platinum group metals.

Access to resources is a strategic security question for Europe’s ambition to deliver the Green Deal. The new industrial strategy for Europe proposes to reinforce Europe’s open strategic autonomy, warning that Europe’s transition to climate neutrality could replace today’s reliance on fossil fuels with one on raw materials ....

'Mixed' feelings about the EU–Mercosur deal: How to leverage it for su

Date: 14/04/2021
Before signing the EU–Mercosur trade agreement, the European Commission must deploy all its legal instruments, in close cooperation with the Parliament and Council, to guarantee strong sustainable development commitments from the Mercosur countries. The EU should also avoid concluding the deal as a mixed agreement.
In June 2019, the EU and the Mercosur countries reached a free trade agreement (FTA) after almost two decades of negotiations, as part of an overall association agreement (AA). This FTA would establish the largest free trade area that the EU has ever created, covering a population of over 780 million. It would gradually (and only partially) open up the highly protected Mercosur economies and establish a strategic partnership with a region where China recently replaced the EU as the main trading partner. Updated EU FTAs with Mexico and Chile are also underway. ....

EU sets out a more sustainable and assertive approach to trade

A strategy recently adopted by the European Commission paves the way towards a greener trade policy, accompanied by a push for reform of global trading rules. It makes clear the EU’s determination to take a tougher approach towards enforcing trade agreements and dealing with unfair trade practices.
Following a broad consultation process, the new EU new trade strategy outlines a series of headline actions centred around the concept of ‘open strategic autonomy.’ According to the Commission, open and rules-based trade can help underpin the post-pandemic recovery but must also enable the EU’s green and digital transition.
The outlook for trade remains mixed. World Trade Organisation figures suggest that while growth in trade in 2021 will rebound after a 9% fall last year, it will likely remain below pre-crisis trends. In 2019, the EU exported over €3.1tn in goods and services and imported €2.8tn, with two-way trade accounting for 43% of the EU’ ....
