News from Iraq often shifts between the good and the very bad. Successes and disasters alternate in a regular news cycle, and the last few days have been no exception. On April 18, information leaked to news outlets revealed that Iraq hosted direct talks on April 9 between Iranian and Saudi delegations, primarily to discuss Yemen. On April 25, we saw the horrific pictures of the fire at the Ibn al-Khatib Hospital, in which at least 82 people were killed, many of them COVID-19 patients, and hundreds wounded.
If the Iranian-Saudi meeting in Baghdad is the result of competent and smart Iraqi diplomacy, the hospital tragedy is the result of endemic corruption and a culture of impunity in a political class that has since 2003 treated the country and its resources as their spoils of war. ....

As prescribed by the Biden administration in early March, the major stakeholders in the Afghan conflict have been beckoned to an April meeting in Turkey. The planned U.N.-headed conference is intended to give a strong kickoff to a new round of talks between the Taliban and a broadly representative Afghan delegation, leading directly to negotiating an interim government for the country. But almost everything about the conference seems up in the air.
To begin with, even after six weeks of discussion, no firm date for the meeting has been agreed upon. A tentative April 16 starting date for the conference now seems unrealistic, if not impossible, and the agenda is still being debated. Nor have all those invited confirmed their intention to attend. For a while, a breakthrough in ossified Pakistan-India relations seemed well under way. Signs of a rapprochement began with a late February reinstitution of a long-dormant cease-fire agreement along the Line of Control, the de facto border dividing Kashmir. Last month saw a resumption of meetings of the Indus Water Treaty Commission, which for over 60 years has exemplified the benefits of continuous cooperation between the two countries. Another hopeful note was struck in the mid-March inaugural meeting in Islamabad of a security forum where Pakistani army chief Qamar Javed Bajwa, while continuing to identify Kashmir as an obstacle to normalization with India, also expressed the need for the countries to “bury the past and move forward.” Meanwhile, Prime Ministers Narendra Modi and Imran Khan have exchanged letters with uncharacteristically cordial language.
