On April 15, Judge André Birotte Jr. for the U.S. District Court for the Central District of California determined that the U.S. Bureau of Reclamation’s (Bureau) operation of the Twitchell Dam with certain water flows did not result in an unlawful take of Southern California Steelhead trout, a species listed as endangered under the federal Endangered Species Act. Plaintiffs San Luis Obispo Coastkeeper and Los Padres Forestwatch claimed that the Bureau’s Standard Operating Procedures (SOP) for the Twitchell Dam limit the timing and volume of releases from the dam in a manner that has diminished trout habitat and resulted in harm to the trout population by impairing behavioral patterns including breeding, spawning, rearing, and migrating. ....

San Luis Obispo, Santa Barbara counties considered for public safety power shutoffs
SANTA BARBARA COUNTY, Calif. San Luis Obispo County plans for a potential power shutoff on Tuesday and Santa Barbara County is being considered for a potential power shutoff on Monday.
According to Santa Barbara Office of Emergency Services, Southern California Edison says they have notified customers about their consideration of a power shutoff in the east parts of Montecito, Summerland and Carpinteria.
The consideration is due to an increased risk of wildfires.
If the shutoff happens the outage may begin as soon as late Monday night.
In San Luis Obispo County, PG&E plans for a public safety power shutoff for the eastern portions of Tepusquet Canyon east of Santa Maria and Twitchell Dam, Arroyo Grande and Nipomo starting Tuesday at around 8:00 a.m. ....

County Faces Possible Power Shutoffs as Red Flag Warning Issued for Fire Weather Conditions


The National Weather Service said windy weather and the potential for critical fire weather conditions are forecast in areas of Santa Barbara County.
A Red Flag Warning was issued for the majority of Santa Barbara County, including the county’s Central Coast, Santa Ynez Valley, mountain areas and Los Padres National Forest due to “strong and locally damaging northeast to east winds and moderately low relative humidity,” the NWS said.
The warning will be in effect 10 p.m. Monday through 10 a.m. Wednesday.
The red flag warning is an upgrade from an earlier fire weather watch.
The NWS said winds are expected to strengthen and become widespread across Santa Barbara County on Tuesday through Tuesday night, with the strongest gusts in the foothills and mountains. ....

Residents experiencing power outages in northern San Luis Obispo County
PG&E projects power to be restored around 7:15 a.m.

UPDATE (6:30 a.m.) - Residents in the Paso Robles and Atascadero are experiencing power outages.
According to PG&E, power should be restored at approximately 7:15 a.m. on January 19.
Community Resource Centers are available in Grover Beach and Santa Maria, they open at 8:00 a.m.
Public Safety Power Shutoffs are still expected in eastern portions of Arroyo Grande and Nipomo, as well as parts of Tepesquet Canyon, east of Santa Maria, and the Twitchell Dam area. ....
