Legal pressure has prompted Oakley leaders to begin the process of changing the selection process for city councilmembers.
The switch would replace the current at-large election process with a system in which councilmembers are elected by a district that each would represent.
The change comes on the heels of threats of a lawsuit from a Southern California-based attorney, alleging that Oakleyâs current voting system violates the California Voting Rights Act (CVRA) by fostering an arrangement that dilutes the Latino vote.
The CVRA, signed into law in 2002, bans at-large election methods that impair a protected classâs ability to elect its selected candidates or influence an election outcome. ....

SAN ANTONIO – Before the late Willie Velasquez took up the fight for voting rights, “Latinos would go out to vote and vote in large numbers, but their candidates would continually lose,” Velasquez’s longtime friend, Rolando Rios, said.
Rios, a Georgetown University law student at the time, worked alongside Velasquez, who founded the Southwest Voter Registration Education Project in 1974.
“He got people registered, but then he realized registration is not enough,” said Rios, now a longtime voting rights attorney. “We needed to change the system.” ....
