Governor Andrew M. Cuomo today announced a joint proposal with Holtec International and its subsidiaries to safely close the Indian Point nuclear power facility in the lower Hudson Valley. NY Announces Agreement To Decommission Indian Point Nuclear Plant

New York state leaders say an agreement has been reached concerning the decommissioning and cleanup of the Indian Point nuclear power plant in the lower Hudson Valley.
If approved by the state Public Service Commission, the agreement would transfer ownership of the facility from Entergy to Holtec International. The proposal is open for public comment and the PSC is slated to vote on it May 13.
The plant in Westchester County is slated to permanently shut down at the end of April. The agreement requires Holtec to maintain minimum balances in its decommissioning fund and sets up a consent order between the company and New York state concerning cleanup of the area, including an on-site monitor. ....

A joint agreement has been reached between the State of New York, Entergy, Holtec and other stakeholders to provide for the transfer of the Indian Point nuclear power plant to Holtec for decommissioning and site remediation. It also resolves pending litigation concerning the post-shutdown transfer of plant licences when the final unit at the site shuts down later this month.

Entergy Corporation agreed in April 2019 to sell the Indian Point Energy Center to Holtec International for expedited decommissioning and dismantling of the plant after the closure of the last operating unit at the site. The owner of the Indian Point nuclear power plant, the prospective owner and several stakeholders, including New York state, have reached an agreement regarding the decommissioning of the Westchester County-based plant. This comes as the plant permanently shuts down by the end of the month.
The joint proposal has been submitted to the New York state Public Service Commission for approval and is available for public comment. The provisional agreement was negotiated by New York state, current Indian Point owner Entergy, Holtec International, Westchester County, the local school district and local governments, Riverkeeper and the Public Utility Law Project. If approved by the PSC, the agreement would transfer ownership of the nuclear power facility to Holtec, which would be responsible for the decommissioning and remediation of the facility and site.
