Moscow city to tap bond market despite Russia's sanction risks

MOSCOW, April 13 (Reuters) - The City of Moscow plans to tap the bond market in April for the first time since 2013, raising up to 70 billion roubles ($907.62 million) to cover budget shortfalls caused by the COVID-19 pandemic, Deputy Mayor Vladimir Efimov said.
The Moscow bonds will be of the same investment-grade quality as Russian state OFZ bonds, but their lower profile and volume means they will carry a lower sanctions risk, potentially giving foreign investors a safer instrument to invest in.
Ties between Russia and the West are at a post-Cold War low and Washington is weighing new sanctions against Moscow over alleged political meddling and hacking, allegations Russia denies. ....

UPDATE 2-Hungary's central bank to buy green government bonds in QE scheme

BUDAPEST, April 12 (Reuters) - Hungary’s central bank is committed to buy green government bonds as part of its asset purchase programme, the bank said on Monday in a reply to Reuters questions about a 30-year green government bond issue planned for this month.
The new forint-denominated green bond will be offered at an auction on April 22, the debt agency said in a reply to Reuters questions on Monday. The agency said it planned to sell 90 billion forints ($300 million) worth of the bond in 2021.
The National Bank of Hungary, led by an ally of Prime Minister Viktor Orban, has injected huge sums into the pandemic-hit economy over the past year, including billions of euros worth of government bond purchases. This has supported the local bond market at a time of surging borrowing needs. ....

LONDON (Reuters) - Some of the world’s biggest investors are slashing exposure to government bonds on expectations that the debt sell-off is just getting started, and without too swift a rise in borrowing costs, most central banks will not intervene.
