LITTLE ROCK, Ark. (KAIT) - Lawmakers head back to the Capitol Monday with several major issues on the agenda, including a major House vote on a hate crimes-related bill.
The Senate voted 22-7, with five voting present, Wednesday to approve the bill, sending it to the House.

Arkansas Senate Passes Bill to End State Enforcement of Federal Gun Control
LITTLE ROCK, Ark. (March 31, 2021) – Today, the Arkansas Senate passed a bill that would take on federal gun control, past, present and future, banning the state from participating in the enforcement of a wide-range of acts dating back to 1934. 
Sen. Gary Stubblefield (R) and Sen. Brandt Smith (R) introduced Senate Bill 298 (SB298) on Feb. 8. The legislation would ban any person, including any public officer or employee of the state and its political subdivisions, from enforcing any past, present or future “federal statute, executive order, or federal agency directive that conflicts with Arkansas Constitution, Article 2, § 5, or any Arkansas law” relating to the right to keep and bear arms.

The Arkansas House of Representatives passed a bill Monday (March 15) that would give the Legislature the power to end a governor’s declared disaster emergency. Another bill, opposed by the governor, would require state agencies to refund COVID-19-related fines levied on businesses.
The House also passed a bill allowing medical professionals to opt out of certain procedures, and it advanced a bill codifying COVID-19-related civil immunity.
Senate Bill 379, which would create processes for the Legislature to end a governor’s declared state of emergency, passed 78-16, with 1 voting present. The bill by Sen. Kim Hammer, R-Benton, and Rep. Jimmy Gazaway, R-Paragould, has already passed the Senate.

The House today voted 72-20 to approve SB 289 to allow
refusal of medical services on reasons of “conscience.”
It is aimed at protecting people who don’t want to participate, particularly, in contraception, abortion or services to gay and transgender people.

Rep. Brandt Smith defended the bill as modeled after bills in Mississippi and Illinois and said it contained protections to avoid discrimination. That’s not true. The laws in both states are substantially different.
As Rep. Tippi McCullough pointed out in the sole speech in opposition, the Mississippi bill specifically prohibits using “conscience” to refuse service on several specific discriminatory grounds, including race, gender and sexual orientation.
