Senator Franklin Khan was a Petroleum Geologist by profession, having spent twenty years in the energy sector both locally and abroad in a wide range of positions both at the technical and managerial levels. Senator Khan held a BSc Degree in Geology and Geography (1980) from the UWI (Mona) Jamaica, and an MBA (2007) from the Arthur Lok Jack Graduate School of Business, UWI (Trinidad).

Veteran of the Week - Jim Lowe Lew McCreary Another Veteran I met at the Honor Café event was Captain Jim Lowe. He was born January 7, 1942 in Milwaukee, Wisconsin. He enlisted in the Naval Reserve program in Milwaukee as a Seaman Recruit in 1961 and attained the rate of QM-3 (SS) and qualified in submarines while assigned to SUBDIV 9-227 as a student at the University of Wisconsin-Milwaukee. Upon graduation in 1964, he entered OCS at Newport, Rhode Island and was commissioned as an Ensign, USNR on December, 1964. Captain Lowe’s first duty assignment was to the Naval Weapons Laboratory, Dahlgren, Virginia. He qualified as a Weapons Test and Evaluations Officer. In June, 1968, he was assigned to the USS Providence (CLG-6), Seventh Fleet Flagship, as a First Lieutenant and participated in WestPac/Vietnam operations as well as First Fleet Flagship operations. He was released from active duty in June of 1970. From this time until 1994, he continues his service in the Naval Reserve and he served as Executive Officer Surface Division, First Lieutenant/Minesweep Officer Coastal Minesweepers USS Vireo and USS Phoebe, Training Officer Fleet Training Center 309 and Military Sealift Command Office 3319, SELRES Administrator USS William C. Lawe (DD763) NRF, Executive Officer VTU 1007G, and various duties in Military Sealift Command Office Gulf 110. He has been Commanding Officer of USS Rathburne (FF1057) 5710, and SELRES Coordinator USS William C. Lawe (DD763) NRF. Captain Lowe volunteered for special active duty to open the Military Sealife Command Office Houston, Texas during Operation Desert Shield and served as the First Commanding Officer until relieved by MSCO Houston recalled Reserve personnel. Captain Lowe received the Joint Services Commendation Medal from US ARMY MTMC ATLANTIC for his efforts in establishing an operating MSC Office in a critical time period for initial loadout. He was also awarded the Navy Commendation Medal for mobilization preparedness of MSCO GULF 110. Captain Lowe also has been awarded the Navy Unit Commendation, Battle “E”, Naval Reserve Sea Service, Vietnam Service, National Defense, and Armed Forces Reserve (30 years) medals. He retired from the Navy Reserve in 1994. Jim’s second career as a Petroleum Geologist ended in retirement and he resides in Spring, Texas
