Gov. Gavin Newsom wants to spark the postsecondary aspirations of all families by creating $500 college savings accounts for all current low income public school students and future ones as they enter the 1st grade, with extra amounts for foster and homeless children, at a cost of $2 billion. The proposal was a surprise piece of his $20 billion, 5-year “transformational” package for preK-12 schools in the May state budget revision that he presented this week.
College savings accounts are not a new concept but they’ve never been done on this scale. We discuss the merits and specifics with two leaders of Oakland Promise, an organization that already has an extensive college savings plan and college readiness programs in place. ....

WASHINGTON Republicans are looking to turn anger over California school closures during the coronavirus pandemic into a red wave for the 2022 congressional elections.
The GOP is laying plans to saddle its top targets in California Democratic Reps. Josh Harder of Turlock, John Garamendi of Walnut Grove, Katie Porter of Irvine and Mike Levin of San Juan Capistrano with the state s comparably slow reopening of in-classroom teaching.
Republicans believe sustained outrage over the issue in California can make for a potent campaign message in November 2022 as they fight to retake the House and Senate, especially in the suburbs and among women, where the GOP lost significant ground during the Trump administration. ....

Rises in state-level hate crimes can drive Black students to enroll at historically Black colleges and universities, according to a new study of hate crime and enrollment data. Experts say the findings illustrate the extensive work left to be done at predominantly white colleges to ensure students of color feel safe and welcomed.
The study linked increases in hate crimes reported at the state level to a 20 percent increase in Black students’ first-time enrollment at HBCUs within those states, according to the study, which analyzed documented hate crimes and enrollment data from the U.S. Department of Education from 1999 to 2017. ....

Is This the End of 'Three Cueing'?


Cueing has, for decades now, been a staple of early reading instruction.
The strategy which is also known as three-cueing, or MSV involves prompting students to draw on context and sentence structure, along with letters, to identify words. But it isn’t the most effective way for beginning readers to learn how to decode printed text.
Research has shown that encouraging kids to check the picture when they come to a tricky word, or to hypothesize what word would work in the sentence, can take their focus away from the word itself lowering the chances that they’ll use their understanding of letter sounds to read through the word part-by-part, and be able to recognize it more quickly the next time they see it. ....
