“Today it is easier to get a nuclear weapon than to get a vaccine,” the Serbian president, Aleksandar Vučić, declared in January. He was bragging. The Balkans country had just received its first shipment of almost 1m Covid-19 vaccine doses from Sinopharm, a state-owned Chinese pharmaceutical company.
Since then, Serbia has augmented its stockpile with tens of thousands of shots of Russia’s Sputnik V, signed an agreement to build a bottling plant for the Russian vaccine and now boasts the fastest vaccination rate in continental Europe. ....

In Kosovo, a sixth election in 12 years reveals the growing pains of a young nation


The man who is the frontrunner to be Kosovo’s next prime minister is a 45-year-old politician and former independence activist whose 2018 conviction for setting off a tear gas canister in parliament has seen him barred from running in elections on February 14.
Due to the quirks of Kosovo’s electoral law, it is expected that Albin Kurti will still be able to serve as prime minister if - as expected - his Vetëvendosje, meaning “Self-Determination”, movement sweeps the polls this week. It is currently polling at between 40 and 50% of the vote.
It will not be the first time that Kurti has held the post. In 2019, Vetëvendosje formed a governing coalition with the Democratic League of Kosovo (LDK) which lasted just 50 days before LDK leader Avdullah Hoti brought a vote of no confidence in Kurti over his handling of the COVID-19 pandemic. ....

What to expect from the Kosovo-Serbia dialogue in 2021


The EU-sponsored dialogue between Belgrade and Pristina is a source of growing impatience in many European capitals. The talks, which have continued for close to a decade, are proceeding almost as quickly as the reforms Kosovo and Serbia have undertaken on the path to EU membership. These reforms are modest, technical, and often transactional, with the negotiating parties tending to carefully calculate what they will gain from various courses of action based on their short-term political interests. And maybe that is a good thing – given that Kosovo and Serbia currently lack any big ideas for reaching a final agreement that is democratic and sustainable, and that would commit them to a future within the European Union. ....
