AMHERST Achieving a townwide reduction in greenhouse gas emissions and focusing on measures to combat climate change are likely to require significant funding in future Amherst budgets.
Even though there is uncertainty about how soon the town might be able to invest in climate-oriented initiatives, members of the town’s Energy and Climate Action Committee say that having a president in the White House issuing executive orders compatible with the town’s plans should increase confidence in achieving these goals.
Committee member Ashwin Ravikumar told the Town Council at a meeting earlier this month that President Joe Biden’s actions are an exciting moment for climate policy, as he brings a critical “breath of fresh air” and is moving forward with momentum to address climate change at the federal level. ....

AMHERST Amherst may seek a developer next spring to build around 70 apartments for low- and moderate-income residents in the East Amherst village center.
Assistant Town Manager David Ziomek told the Town Council Monday that the proposed acquisition of three Belchertown Road parcels, using a combination of $600,000 in Community Preservation Act money and $225,000 from the Amherst Affordable Housing Trust, could be bundled with the town-owned East Street School property for an affordable housing project.
“We feel like it’s an excellent opportunity for the town to move forward in partnership with the trust,” Ziomek said. ....

Amherst affordable housing plan for Belchertown Road construction requires waiving municipal zoning rules

AMHERST – A plan to construct a three-story building with 35 to 40 affordable housing units on land the town hopes to purchase for $825,000 on Belchertown Road along Route 9 would require waiving municipal zoning rules, officials disclosed at Monday’s Town Council meeting.
Town officials said the site is zoned neighborhood residential.
Since the density of 40 apartments in one building exceeds density for this zone, and thus does not meet zoning rules for the proposed project, the option is to use Chapter 40B, of state law, that would permit the apartment building, the officials said. ....
