ALBANY – New York Gov. Andrew Cuomo and top lawmakers reached a deal Tuesday on a $212 billion state budget that will raise taxes on the wealthy, make benefits available to undocumented immigrants and legalize mobile sports betting in the state.
Cuomo and the legislative leaders announced the agreement Tuesday afternoon, with the Legislature expected to debate and vote on the spending plan well into the night and into Wednesday morning.
Budget negotiations took place at a time where Cuomo, who has historically resisted calls to raise taxes on the state level, is politically weakened by multiple scandals, including allegations of sexual harassment from multiple staff members. ....

NY to create fund for excluded workers, including immigrants


Gov. Andrew Cuomo and New York lawmakers struck a deal Tuesday on a $2.1 billion fund that will provide assistance to jobless workers who were excluded from unemployment benefits during the pandemic, including undocumented immigrants.
The fund was announced as part of a broader $212 billion state budget agreement, though details about how it will be administered and who exactly it will include remained scarce Tuesday afternoon.
The agreement comes after activists held hunger strikes and march for the excluded workers fund. Several suburban lawmakers previously expressed concern that the effort may go too far.
Many undocumented immigrants have not received aid such as stimulus checks or federal unemployment benefits during the pandemic, even though studies show that they pay billions of dollars in taxes each year.  ....

ALBANY — Senators and members of the Assembly on Tuesday persisted with hours of debate about taxing the rich, requiring nursing homes to spend 70% of revenue on patient care and other budget policies with the intent of passing the 2021-22 state spending plan six days late.
The state’s historic $212 billion spending plan includes a provision to legalize mobile sports betting; a new program to map the state’s availability and cost of high-speed internet services; $29.5 billion in school aid; $29 billion to grow the state’s green infrastructure and economy; a $105 million expansion for full-day pre-Kindergarten in all public school districts; and $2.1 billion for benefits for excluded essential workers such as undocumented immigrants and people recently released from prison. ....

Democrats in New York have come to an agreement on this year’s state budget, which will total $212 billion in spending and accomplish several legislative items, including the legalization of online sports betting and a new fund for workers excluded from unemployment benefits.
Gov. Andrew Cuomo announced the deal Tuesday afternoon as lawmakers began voting on a package of bills that make up the budget.

Gov. Andrew Cuomo and the state Legislature blew the April 1 deadline to have an on-time budget for this fiscal year as the sides work behind closed doors to hammer out a deal in the coming days on a $200 billion spending plan.
The stakes are high this year: New York was able to close most of its $15 billion budget gap over the next two years with an infusion of $12.6 billion in federal aid, but there are thorny issues still to decide.
In particular, Democratic lawmakers are pushing Cuomo to raise taxes on the wealthy and on Wall Street by as much as as $7 billion a year, despite the flux of federal stimulus money that will stave off cuts to programs and services. ....
