Supply Chain Solution แสงสว่างปลายอุโมงค์ SMEs ไทย
Supply Chain Solution เป็นเพียงแสงสว่างที่ปลายอุโมงค์ที่ผู้ประกอบการรายใหญ่จะช่วยเหลือผู้ประกอบการ SMEs
มาตรการสินเชื่อดอกเบี้ยต่ำ ที่รัฐบาลมุ่งหวังจะช่วยเหลือผู้ประกอบการ SMEs เพื่อเสริมสภาพคล่อง ช่วยพยุงธุรกิจให้อยู่รอดจากการระบาดของไวรัสโควิด 19 ที่เริ่มมาตั้งแต่วันที่ 26 เมษายน 2564 ผ่านมาได้ 2 เดือนกว่า ปรากฎว่ามีผู้ประกอบการ SMEs ไม่ถึง 100,000 ราย ที่สามารถเช้าถึงแหล่งทุนได้ เนื่องจากสถาบันการเงินระมัดระวังในการพิจารณาสินเชื่อ ผู้ประกอบการจำนวนมากได้กลายเป็น NPL จากผลกระทบที่รุนแรงเกินกว่าที่คาดไว้ ธนาคารแห่งประเทศไทย (ธปท.) สภาหอการค้าไทย และสภาอุตสาหกรรมแห่งประเทศไทย (สอท.) ได้พยายามหาทางออก ปลดล็อก NPL จากโควิด ผ่อนเกณฑ์ 
'
เครดิตบูโร' à¹‚ดยทางเครดิตบูโรจะติดรหัสใหม่ แยกลูกหนี้ NPL ปกติ และลูกหนี้ที่เป็น NPL จากโควิด เพื่อให้ผ่านเกณฑ์ในการพิจารณาสินเชื่อของสถาบันการเงิน
การผ่อนเกณฑ์ดังกล่าวคงไม่เพียงพอที่จะทำให้สถาบันการเงินอนุมัติสินเชื่อได้เงื่อนไขสำคัญตามประกาศของธนาคารแห่งประเทศไทย(ธปท.) ที่ระบุว่า 
'
ให้สภาพคล่องแก่ผู้ประกอบการที่ยังพอมีศักยภาพ' à¸¢à¸±à¸‡à¸„งเป็นอุปสรรคสำคัญที่ทำให้สถาบันการเงินไม่กล้าปล่อยสินเชื่อ การปล่อยสินเชื่อของธนาคารพาณิชย์ต้องดูความสามารถในการชำระหนี้ 
สถาบันการเงินเฉพาะกิจของรัฐยิ่งต้องระมัดระวังเป็นพิเศษ เพราะอาจถูกตรวจสอบดำเนินคดีตามกฎหมายได้ รัฐบาลคงต้องมีมาตรการเสริมอีกมาก ทั้งระยะสั้นและระยะยาว ระหว่างรอรัฐบาล ภาคเอกชนได้ดำเนินการเรื่อง Supply Chain Solution เพื่อช่วยเหลือ SMEs ให้เข้าถึง Soft Loan ได้
โครงการแรกคือโครงการ แซนด์บอกซ์ ที่เซ็นทรัล รีเทล ร่วมกับสมาคมผู้ค้าปลีกไทย ช่วยเหลือ Micro SMEs คัดเลือก Supplier คู่ค้ากว่า 4,000 ราย โดยใช้ประวัติในการซื้อขายประกอบการพิจารณาสินเชื่อ ผ่านธนาคารกสิกรไทย และกำลังจะเริ่มดำเนินการเฟสที่ 2 ร่วมกับภาคีเครือข่ายกว่า 70 บริษัท ซึ่งมีผู้ประกอบการที่อยู่ในห่วงโซ่การค้ามากกว่า 100,000 ราย หรือ 40% ของมูลค่าการบริโภคค้าปลีกทั้งประเทศ คิดเป็น 12% ของ GDP
โดยร่วมมือกับธนาคารกสิกรไทย ไทยพาณิชย์ กรุงเทพ กรุงไทยและออมสิน เพื่อเชื่อมโยงให้ผู้ประกอบการ SMEs สามารถเข้าถึง Soft Loan ผ่าน Digital Factoring platform 
โดยสมาคมเป็นศูนย์กลางเชื่อมต่อข้อมูลผู้ผลิต ผู้จัดจำหน่าย คาดว่า SMEs จะเข้าถึง Soft Loan ได้ราว 25% วงเงินรวมกว่า 7.5 หมื่นล้านบาท SMEs ที่ไม่ผ่านเงื่อนไขการพิจารณาสินเชื่อ Soft loan ธนาคารพาณิชย์จะนำเสนอสินเชื่อประเภท Clean Loan หรือ Term Loan ที่มีดอกเบี้ยต่ำใกล้เคียง Soft Loan รวมทั้งการพิจารณาสินเชื่อ Factoring โดยใช้คำสั่งซื้อและใบแจ้งหนี้จากจากผู้ประกอบการค้าปลีกเป็นหลักประกันแทน
อีกโครงการหนึ่งคือโครงการที่ธนาคารเพื่อการส่งออกและนำเข้าแห่งประเทศไทย(EXIM BANK) ร่วมมือกับภาคธุรกิจเพื่อสร้าง Supply Chain ที่แข็งแร็ง สนับสนุนให้ SMEs เข้าไปอยู่ใน Supply Chain ของผู้ส่งออก โดยให้ธุรกิจส่งออกที่มีความแข็งแรงและมีประสิทธิภาพในการบริหารจัดการ Suppy Chain ค้ำจุนผู้ประกอบการ SMEs ขายสินค้าเพิ่มมากขึ้นและยาวนาน
ดร.รักษ์ วรกิจโภคาทร กรรมการผู้จัดการ ธนาคารเพื่อการส่งออกและนำเข้าแห่งประเทศไทย (EXIM BANK) เปิดเผยว่า ธนาคารได้เสนอสินเชื่อเครือข่ายครบวงจร (EXIM Supply Chain Financing Solution) เพื่อเสริมสภาพคล่องให้แก่ SMEs ที่เป็น Suppliers ของผู้ประกอบการรายใหญ่ (Sponsor) โดยไม่ต้องใช้หลักประกัน โดยสามารถนำ Invoice มาใช้ยื่นขอสินเชื่ออัตราดอกเบี้ยพิเศษ ผ่าน Digital Platform วงเงินกู้สูงสุด 25% ของยอดขายรวมปีล่าสุด โดยอ้างอิงบนเครดิตที่แข็งแรงของ Sponsor ช่วยให้ SMEs เข้าถึงสินเชื่อได้สะดวกขึ้นและมีต้นทุนต่ำ มีความคล่องตัวในการดำเนินธุรกรรมทางออนไลน์ โดยไม่จำเป็นต้องเดินทางมาที่ธนาคาร 
สำหรับต้นแบบ Supply Chain ที่แข็งแกร่ง ได้แก่ บริษัท สยามโกลบอลเฮ้าส์ จำกัด(มหาชน) ผู้ส่งออก-นำเข้า และศูนย์รวมวัสดุก่อสร้างและสินค้าไลฟสไตล์ ครบวงจรของไทย ซึ่งมีสินค้าจำหน่ายกว่า 270,000 รายการ และมี Suppiers ใน Supply Chain เป็นจำนวนมาก
นอกจากการช่วยเหลือให้ SMEs ให้เข้าถึง Soft Loan เรื่องที่สำคัญที่ Sponsor หรือบริษัทรายใหญ่ ช่วยเรื่องเครดิตเทอม การชำระค่าสินค้าให้เร็วขึ้น ในภาวะวิกฤติช่วงนี้ไม่ควรเกิน 30 วัน นับจากวันส่งมอบสินค้า เพื่อเสริมสภาพคล่องให้กับ SMEs ด้วย
Supply Chain Solution เป็นเพียงแสงสว่างที่ปลายอุโมงค์ที่ผู้ประกอบการรายใหญ่จะช่วยเหลือผู้ประกอบการ SMEs ส่วนหนึ่ง ยังมีผู้ประกอบการ SMEs อีกเป็นจำนวนมากที่ไม่อยู่ใน Supply Chain รอคอยความช่วยเหลือ ถ้าไม่มีมาตรการพิเศษที่แตกต่างกว่าที่ทำมา จะมีปัญหาสังคมตามมาอีกมากมายน่าเป็นห่วงอย่างยิ่ง...
