SAN DIEGO COUNTY, Calif. Before COVID-19 struck, San Diego s tourism industry was the county s second-largest employer. The economic shutdown forced by the pandemic, though, has had a devastating effect on thousands of local hotel workers, and its impacts are still being felt.

Politics Report: Libraries Aren t Opening Any Time Soon
San Diego’s libraries don’t have the staff to open for a while. And the new Labor Council leader is keeping her old job.

The city of San Diego’s independent budget analyst released a review of Mayor Todd Gloria’s proposed budget this week, identifying a handful of weaknesses in the plan to cut library hours for budget savings.
The report pointed out that the $6.9 million in projected savings from the mayor’s proposal assumes libraries would fully re-open by July, even though that “is likely not feasible until the fall as noted by the library director,” the report reads. So if enacted, the cut could end up saving something like 15 percent to 25 percent less than projected. ....

San Diego’s elected leaders took key steps Tuesday to transform a loss at the polls a year ago into a victory that could potentially clear the way for funding a long-stalled expansion of the city’s convention center, services for the homeless and road repairs.
At issue is Measure C, which sought to hike the city’s hotel tax to raise close to $7 billion to finance the three civic initiatives. The proposition technically failed because it did not garner the two-thirds majority required for approval, although it came tantalizingly close at 65.24 percent.
Since then, however, there have been three appellate court decisions concluding that simple majority approval is adequate when a tax hike is placed on the ballot by citizens, which was the case with Measure C. The state Supreme Court has so far denied review in two of those cases, which is seen as an encouraging sign for Measure C backers. A third case is awaiting the high court’s review. ....
