(Bloomberg) European Union leaders kicked off the process for adding more sanctions against Belarus and imposed an effective flight blockade on the country over the forced landing of a Ryanair Holdings Plc jet and the arrest of a dissident journalist.
On the first of two days of summit talks in Brussels, the leaders asked the European Commission to propose Belarusian officials to be added to an existing blacklist and their ministers to come up with broader measures to target businesses and entire sectors of the country’s economy. ....

(Bloomberg) European Union negotiators agreed on the introduction of mutually recognizable certificates that will allow quarantine-free travel within the bloc, offering the region’s battered tourist industry a chance to salvage the summer season.

The EU’s Covid-19 certificates, which will be issued free of charge in digital or paper format, will offer proof their holders have been inoculated against the coronavirus, have recovered from the illness or have a recent negative test. All EU member states will accept visitors who hold the passes, without asking them to quarantine. ....

Europe Opens Door To Vaccinated Americans With New Travel Rules

While Europe’s vaccine effort has lagged behind the U.S. and the U.K., it’s starting to hit its stride, giving officials confidence even as they wrestle with how to prevent a highly transmissible Indian variant from derailing their recoveries.
The new rules will replace a blanket ban on non-essential travel from most countries outside the EU. Some member states, such as Greece, already permit tourists to visit without quarantine requirements if they have been inoculated.
