Lawmakers Tell National Archives to Use Tech Modernization Funding to Fix Veterans’ Backlog

Congressional oversight chiefs want the National Archives to apply for funding through the Technology Modernization Fund.
A bipartisan cadre of Congressional oversight leaders Monday urged the National Archives and Records Administration to apply for funding through the Technology Modernization Fund to reduce a backlog veterans’ requests.
The letter asks Archivist of the United States David Ferriero to seek funding through TMF to help clear a backlog of approximately 500,000 unprocessed veteran requests for records at the National Personnel Records Center. The NPRC houses a variety of paper-based and other records necessary for veterans to receive certain benefits, including medical treatment, unemployment assistance and home loans and student loans. The Department of Veterans Affairs is chipping away at a disability claims backlog that ballooned during the pandemic, but it doesn t expect to achieve pre-pandemic levels until late next year, officials said last week.
Part of the strategy includes providing staff to support records retrieval and digitization, as well as paying for overtime at the National Archives and Records Administration, according to the VA.
Of roughly 520,000 pending VA claims for disability compensation and benefits, 191,000 are considered to be backlogged, or older than 125 days. While the number is down by roughly 10% from earlier this year, it far exceeds the 77,000 cases that were considered backlogged in March 2020 as the COVID-19 pandemic struck. ....

Veterans concerned as records backlog grows during pandemic

HAMILTON, Ohio (Tribune News Service) When veteran and Hamilton, Ohio resident Jack Hoaglan Sr. died in December at the age of 73, his family and funeral home were unable to obtain a simple federal form that verified the character of his discharge from the Army a DD form 214 that could have allowed his family to bury him with military honors.
Before the pandemic, it might have taken 48 hours to obtain that form from the National Personnel Records Center (NPRC), said Mike Farmer, executive director of the Butler County Veterans Service Commission.
But in December, the family and funeral home were not able to reach anyone at the center at all, Farmer said. ....
