3rd Person Arrested in Deadly Lowell Fire Last Month


The fire resulted in the death of third-floor resident Em Chak, injured three other tenants, two Lowell firefighters and one police officer. It spread to two other buildings, displacing more than 50 people.
Gaye is expected to be arraigned Monday morning in Lowell District Court. Attorney information wasn t immediately available.
The two others facing charges in connection to the fire Julian Boykins and Tanya Karadanis were both arrested last week.
Boykins, 20 of Lowell, was arrested at a Pawtucket Street residence without incident on March 11, and arraigned the following day on the same charges as Gaye, plus conspiracy. Boykins was ordered held without bail and is due back in court on April 1. ....

“It’s been horrible. It’s been hard mentally on me and the other women in here,” Nevarez said, speaking by phone from South Middlesex Correctional Center (SMCC) in Framingham, Mass., where she had been in pre-release for the last two years. She served seven years before that at Massachusetts Correctional Institution – Framingham.
As has happened since the start of the pandemic in prisons across the country, a COVID-19 outbreak hit SMCC at the end of January. In total, Nevarez and 11 other women at the facility — almost half of the population in the minimum security unit at SMCC — eventually tested positive for the disease. ....

Middlesex County Sheriff establishes pre-release center for woman

In a historic move, Middlesex Sheriff Peter J. Koutoujian announced on Monday, March 1, that for the first time in more than 50 years, the Middlesex Sheriff’s Office [MSO] has assumed responsibility for direct supervision of incarcerated women.
After months of planning and design, the MSO has established a new pre-release center at the Middlesex Jail & House of Correction to serve sentenced females preparing for reentry into their communities and homes. 
Initiatives at the center will place a primary focus on family reunification.
The center opened Monday with 11 individuals who were transferred from the Massachusetts Department of Correction [DOC] to the custody of the MSO.  ....

Billerica police ask residents to report new scams to FBI


Most recently in Billerica, Council on Aging Director Jean Bushnell received one of the newest scam calls from someone claiming to be a member of the United States Border Patrol. 
According to Frost, The caller claimed the victim’s name was attached to a large amount of drugs and cash seized at the border and they must immediately call back to rectify the situation or face legal implications.
He said thankfully Bushnell knew the call was a targeted scam and reported it to local authorities immediately.
Frost pushed residents to warn those in the community most vulnerable to scam to watch out for this newest tactic from fraudsters. He said if anyone does experience one of these calls, or texts to report it directly to the FBI through their Internet Crimes Complain Center [IC3] at ic3.gov. ....
