American Samoa loses fishing rights decision in Ninth Circuit


PAGO PAGO (CN News Service/Pacnews) — The American Samoa government was dealt a setback Friday last week when the Ninth Circuit Court reversed a decision that blocks large fishing vessels from fishing in a zone around their territory. 
In 2016, the government of American Samoa claimed in a federal lawsuit the United States shrank a prohibited fishing zone around the South Pacific territory that was meant specifically for local fishers. The zone changed from 50 nautical miles to 12. 
Boats larger than 50 feet were blocked from fishing and meant to avoid gear conflicts and competition between large fishing operations and local vessels.    
American Samoa, through its status as an unorganized sovereign territory, is allowed a special right to maintain its traditions, culture and control of its lands and waters under a treaty signed in 1900 between several island chiefs and the U.S government.  ....

Fisheries Minister Victoria Prentis said the quotas will help to ensure the UK is a “responsible independent coastal state” for the first time in 40 years .
Under the proposed UK figures, it is expected that UK fishermen will receive an increase in quota for 57 species of fish.
However, shares for species such as Channel cod will not change with EU boats catching more than 90 percent of the species each year.
Whitehall sources close to the negotiations told Express.co.uk Brussels were being “difficult” in their stance.

Ministers say the fund will help to modernise fishing fleets, the fish processing industry, and rejuvenate a historic and proud industry in the UK.
The introduction of new checks and paperwork since the end of the Brexit transition period on December 31 has also caused disruption to exports of fresh fish and seafood to the EU to the frustration and anger of producers.
The Environment Secretary said they were having conversations with EU member states including French ministers.
Branding the ban “petty” and indefensible , Mr Eustice added: “We ll work with the European Commission to see if we can get this trade unblocked and moving again. ....
