The Biden Administration recently agreed to an unconditional
five-year extension of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation before it was scheduled to expire on February 5, 2021. New START restricts the number of strategic nuclear delivery systems and warheads each country can deploy, but the treaty contains significant flaws. Instead of continuing the Trump Administration’s efforts to seek improvements to the treaty, the United States received nothing in return for its agreement to extend. In fact, just days later, perhaps feeling empowered to dictate terms, Russian Deputy Foreign Minister Sergei Ryabkov stated that any future treaty must include U.S. missile defense.REF ....

WASHINGTON: The intense debate over the capabilities of hypersonic missiles divides US scientists and experts along political lines and that is complicating the Pentagon’s investment decisions, finds a new study by the non-profit Aerospace Corporation.
Indeed, in many ways, today’s debate about hypersonic missile tech echoes the ideological (some have said practically religious) wars over missile defense in the 1980s that still resonate across the US national security community.

The Biden administration should consider whether the benefits to United States and allied security of limiting all nuclear weapons, including non-strategic nuclear arms, would justify accepting some constraints on missile defense. 
A consensus has grown in Washington that the next nuclear arms negotiation with Moscow should aim to limit
