The state legislature must end solitary confinement

The state legislature must end solitary confinement
I oversaw a long-term solitary confinement unit in Connecticut. Isolated confinement harms us all.
When I think about the solitary confinement unit that I oversaw, the first thing I remember is the sound. Constant banging on cell doors, jangling keys, and most of all, people yelling from their single cells. Whenever I toured the unit, people would shout to me: “Warden! Warden! I need to talk to you!” I always stopped to listen. But moments of compassion can only do so much in an environment where people are locked up 23 hours per day. I saw incarcerated people break down, brought to the point of mental health crisis by the extreme environment. Staff suffered too; even I was traumatized. ....

Lawsuit over solitary confinement in limbo as state pushes for mediation

Lawsuit over solitary confinement in limbo as state pushes for mediation
Attorneys for prisoners want the lawsuit to go on. A federal judge heard arguments Thursday.
Northern Correctional Institution, in Somers, will close by July 1.
State attorneys and lawyers representing incarcerated people with mental health conditions argued Thursday over how to proceed in a lawsuit filed in February seeking to prohibit the use of in-cell shackling and solitary confinement of individuals with mental illnesses.
The state wants the case to be suspended while they try to mediate the lawsuit outside the bounds of litigation and await a court ruling on their motion to get the case dismissed, while attorneys for the incarcerated want the negotiations and lawsuit to proceed in tandem. ....

Editorial: CT must catch up with times on voting
There shouldn’t be anything partisan about voting rights. In an ideal world, expanding the franchise would be seen as a basic political goal of all parties, with a corresponding need to sell your ideas to an increasingly more diverse array of voters each election cycle.
We’re far from an ideal world, and partisanship is unavoidable even in otherwise unremarkable events. As a result, the move to make voting easier has been embraced by one side of the political aisle and demonized by the other. It’s a trend that is playing out nationally but one to which Connecticut is not immune. ....

The troubled history of the Connecticut Juvenile Training School, a high-security detention facility located in Middletown and closed in 2018, should not disqualify it from becoming a shelter for migrant children now housed in overcrowded facilities in Texas, state officials said Thursday.
Vannessa Dorantes, the commissioner of the Department of Children and Families, said the visceral reaction some people have to using a former detention facility is based on how the building was used and does not reflect how it could be humanely repurposed.
A building doesn t care for kids, Dorantes said. People do. ....
