The U.S.-India 2+2 Ministerial held in New Delhi in late October 2020 put a solid endcap on another strong four-year run in defense relations between the two countries. However, a threat to the emerging relationship looms large potential sanctions against India for procuring Russian military equipment under the Countering America’s Adversaries through Sanctions Act (CAATSA). Russia builds new fighter interceptor aircraft for combat missions in space


Rostec State Corporation has started developing a new generation of long-range fighter-interceptor.
The project of the Prospective Long-Range Interception Aviation Complex (PAK DP) tentatively titled MiG-41 is at the stage of development work, the message posted on the website of the corporation says. Development works are to be completed with the creation of the prototype.
For the time being, 200 different tests have been carried out.
The MiG-41 (PAK DP) will take off for its maiden flight already in 2023. By 2030, the air fighter-interceptor it so go into serial production to replace the long-range interceptor fighter MiG-31, which was passed into service in 1981. ....

Commerce Department Will Publish the First Military End User List Naming More Than 100 Chinese and Russian Companies

The Bureau of Industry and Security (BIS) will amend the Export Administration Regulations (EAR) by adding a new ‘Military End User’ (MEU) List, as well as the first tranche of 103 entities, which includes 58 Chinese and 45 Russian companies. The U.S. Government has determined that these companies are ‘military end users’ for purposes of the ‘military end user’ control in the EAR that applies to specified items for exports, reexports, or transfers (in-country) to the China, Russia, and Venezuela when such items are destined for a prohibited ‘military end user.’
“This action establishes a new process to designate military end users on the MEU List to assist exporters in screening their customers for military end users,” said Commerce Secretary Wilbur Ross.  “The Department recognizes the importance of leveraging its partnerships with U.S. and global companies to combat efforts by China and Russia to divert U.S. technology for the ....

The United States has imposed sanctions on Turkey on Monday over Ankara’s acquisition of Russian S-400 air defence systems. Ankara acquired the Russian S-400 ground-to-air defenses in mid-2019 and says they pose no threat to NATO allies. Washington has long been threatening sanctions on Turkey and had removed the country from an F-35 jet program last year.
With India set to get the consignment of the S-400 air defence system early next year, New Delhi is watching Washington’s moves closely. While it has got a waiver from the outgoing Trump administration, Delhi hopes that the incoming Biden administration would not work towards reversing the decision. ....
