U.S. Finds European Digital Taxes Discriminatory. A Decision on Tariffs Rests With Biden.


What’s new. The USTR said late on Thursday that it found the digital service taxes in the U.K., Spain, and Austria to be discriminatory against U.S. companies and “inconsistent with prevailing principles of international taxation.”
“The taxation of companies that engage in international trade in goods and services is an important issue,” said Robert Lighthizer, the U.S. Trade Representative. “The best outcome would be for countries to come together to find a solution.”
No actions will be immediately taken on the taxes, which the USTR said burden or restrict U.S. commerce, as investigations continue into similar taxes in the European Union, the Czech Republic, Brazil, and Indonesia. The office said it will keep evaluating all available options, which could include tariffs on imports. ....

Iran, Cuba, Under U.S. Sanctions, Team Up for Covid-19 Vaccine Trials

Iran and Cuba have begun trials of a joint Covid-19 vaccine, as Tehran fights the worst coronavirus outbreak in the Middle East while pledging not to use vaccines from the U.S. and U.K.
The Cuban vaccine, called Soberana 02, is the most advanced of Cuba’s four vaccine candidates and will be developed in cooperation between Cuba’s Finlay Vaccine Institute and Iran’s Pasteur Institute, authorities from both countries said Monday.
The cooperation between two staunch opponents of the U.S., which are both under U.S. sanctions, reflects a shared drive for self-sufficiency and less reliance on imports from the West. The name of the vaccine, Soberana, is Spanish for “sovereign.” ....

President Trump will soon leave town, but his tariffs may be staying. Joe Biden hasn’t been exactly clear about his trade policy, so perhaps it’s time to point out one unsightly effect of the Trump tariffs: expanding the D.C. swamp.
Republicans who cheered when the Trump Administration picked winners and losers might soon find out what it’s like when the Biden Administration does it. Take Missouri Sen. Josh Hawley, who lobbied last year for a company in his state, SM Products, to get tariff exclusions on imported Chinese-manufactured saw blades.
