In the largest city in Wisconsin, with the largest problems related to income inequality, and with the largest population of working poor, you would think establishing a pilot Universal Basic Income (UBI) program would be a no-brainer.
My legislation to utilize American Rescue Plan Act (ARPA) funding to launch a pilot UBI program in Milwaukee (File #210487) goes before the full Common Council next week (July 27).
The file was strongly recommended for approval last week by the Community and Economic Development Committee
– and for good reason: The once-in-a-generation ARPA funding provides the perfect scenario for a pilot UBI program, and I’m hopeful my colleagues who supported it last time will support it again, and ensure we can do the right thing for the people of Milwaukee! ....

Committee moves forward ARPA funding for Universal Basic Income program, Office of Veterans Affairs

The
Community and Economic Development Committee today recommended for approval legislation to utilize American Rescue Plan Act (ARPA) funding to launch a pilot
Universal Basic Income (UBI) program in Milwaukee, and to establish a city-operated
Office of Veterans’ Affairs.

210487 establishes the creation of a pilot UBI program, and appropriating $400,000 in ARPA funds for this purpose. The file stipulates that the funding is to be used for staffing, start-up costs, and initial program costs associated with the creation of the program.
Alderwoman Lewis said United Way of Greater Milwaukee and Waukesha County (United Way) will serve as the fiduciary agent for the UBI program, and the Office of the Common Council – City Clerk would work with the Department of Administration – Purchasing Division to prepare and ....

CHARLESTON A 2020 law requiring state agencies exempt from oversight by the West Virginia purchasing watchdog to submit reports on their procedures was ignored, and part of the law could hinder agencies during states of emergency.
The Legislature’s Post Audit Division released a report Friday reviewing state agency compliance with House Bill 4042. The 2020 law requires state agencies exempt from some or all of state purchasing requirements to adopt procedural rules.
The purpose of the law was to require state agencies with certain exemptions to make public their purchasing procedures. The West Virginia Purchasing Division handles purchasing for all non-exempt state government agencies. ....
