PORTSMOUTH- Last week’s Portsmouth City Council session found divergent voices in regards to the need for an armored vehicle to be used by the city’s police department.
1st Ward Councilman Sean Dunne has opposed the purchase of a Lenco Medcat as it reemerged last month, voting against during the City Manager’s session on April 26 and in first reading on May 10 after originally attempting to table the measure that evening.
“There is not one person that I’ve spoken to at Shawnee State University that thinks this is a good idea,” the sociology professor said, later clarifying that he was not delivering a direct message from SSU but rather relaying what administration, faculty, and staff that he has held conversations with have said.

PORTSMOUTH — Conversations surrounding the purchase of an armored vehicle for the Portsmouth Police Department again proved to be a contested matter during Monday night’s city council session.
Once again making it to council’s agenda despite objections from 1st Ward Councilman Sean Dunne, the funding and necessity for the Lenco Medcat– a tactical automobile suited for SWAT or EMS teams with medical lighting and storage capabilities- were still his reasons for not being in favor of the vehicle previously valued at $265,000.
Public sentiment and belief among Shawnee State University administration, faculty, and staff that he spoke with, where Dunne is employed, he feels is also on his side.

PORTSMOUTH — One piece of legislation will be making its way back to first reading on May 10, just four months after Portsmouth City Council failed to pass it.
With grant funding being the issue last time, City Manager Sam Sutherland said on Monday that he and the Portsmouth Police Department sorted through city finances and came out with a potential solution.
“It was discussed heavily that council would like to see some grant funds applied to this,” he said at the first meeting allowing public in-person attendance in over a year. “We did some digging into the finances and found approximately $81,000.”

PORTSMOUTH — Portsmouth City Council will convene on Monday, taking a look at seven items on its agenda primarily in first reading.
For the first time in more than a year, the council and the City Managers session following its conclusion will be open to the public. Starting at 6 p.m. at the Shawnee State University Ballroom, all attendees are expected to wear masks and to practice social distancing.
Proclamations for the SSU men’s basketball team and the Community Action Organization of Scioto County will be read before giving a third and final reading of a lease agreement with the Scioto County Heritage Museum.

PORTSMOUTH — Coming next Monday, Portsmouth City Council will give a first reading to approve a 2021 budget item for varying city departments.
With a vote in favor during the council’s next session, $1.7 million would be set aside for Capital Improvement Budget Funds 301, 606, 622 and 623.
Road work, identified as a pressing need during the city organizational meeting in February, makes up the lion’s share of the CI budget with more than 40% dedicated to its services.
“We really need to be investing because I don’t really need to tell you that our infrastructure is deteriorating,” said City Engineer Nathan Prosch during the Feb. 20 meeting to city officials.

PORTSMOUTH — Portsmouth City Council took an early step Monday night in its ambitious Master Plan following extensive public comment and deliberation among city government officials.
At the request of Community Development Director Tracy Shearer, the council went ahead with authorizing the submittal of a grant application due June 1 and accepting that grant and obligations if funded. Council first toiled with the notion of tabling the resolution before all six council members voted in favor.
With this vote, the city could receive up to $40,782 through the Ohio Department of Natural Resources NatureWorks Grant, money of which would go to the Market Square Pavilion.

Portsmouth City Council will meet for the first time in April at the Shawnee State University Ballroom starting at 6 p.m. on Monday.
PORTSMOUTH — Portsmouth City Council will reconvene for the first time this month on Monday, a meeting with 11 items on its agenda and multiple appropriations at stake.
Starting with third reading, the council will review two pieces of legislation focused on renewable energy and a possible lease agreement for a museum.
The former would allow the voters of Portsmouth a say in whether or not the city should adopt a Wholesale Electricity Purchase/Renewable Energy Program. As City Manager Sam Sutherland said in a letter, Athens and Chillicothe have enacted similar systems and the council would still need to draft legislation depending on the vote.
