Metro Narcotics busts Monroe heroin trafficking operation

At least six arrests have been made in a heroin trafficking operation in Monroe.
Investigations by the Metro Narcotics Unit, Monroe Police Department and Ouachita Parish Sheriff s Office have led to the arrest of a man investigators say has been bringing heroin from the New Orleans area in addition to multiple people who have been known to sell the narcotic.
On Wednesday, the following people were arrested as a result of the investigation:

Ziamber Briausa Leonard, 21, of West Monroe,
Cornell Wilbert Smith, 44, of Monroe,
Willie Bernard Big Will Dominique, 47, of Monroe,

Tensions were higher than usual at Donaldson Correctional Facility in Alabama early on the morning of January 30. A couple of days prior, guards had attacked and choked an elderly incarcerated man, Cat Diamond, in the cafeteria under the reportedly false pretense that he had gotten in line for a second meal.
That morning, Robert Earl Council, an incarcerated organizer who is also known as Kinetik Justice, questioned Officer Griffin about the beating, witnesses said. Officer Griffin called for reinforcements and Sgt. âShakedownâ Brown, Sgt. Binder, and Officer Milton liberally maced the area. ....

On the morning of Jan. 30, Alabama correctional officers and sergeants beat and critically injured two incarcerated workers, one of whom was having a mental health crisis, and injured a third. A fourth was beaten by a CERT (Community Emergency Response Team) squad. ....

Alabama Correctional Officers Respond to Mental Health Crisis With Deadly Force, Leaving at least Four Men Injured, Two in Critical Condition
On the morning of January 30, 2021, Mr. Ephan Moore, a man known to have a serious mental illness who is incarcerated at Donaldson Correctional Facility, experienced a mental health crisis resulting in an incident with Alabama Department of Corrections (ADOC) staff that correctional officers responded to with deadly and brutal force.
One of the witnesses to Moore’s beating described seeing him being struck in the head by a Sgt. Brown with an “ax-like” object that split Moore from the top of his skull all the way down his face. Moore, who was immediately rendered unconscious by the vicious blow, was then beaten and stomped by a group of four to five guards, according to the witness. The witness stated that if Moore is still alive it would be a “miracle.” ....
